About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document from the Naval Research Laboratory (NRL) for a sole source procurement of a Xeuss 3.0 or Pro HR x-ray scattering system from Xenocs Inc. under FAR 13.5 simplified procedures.
The NRL requires a high brilliance microfocus rotating anode x-ray generator system with specific capabilities including: sample probing features from 1Å to 300nm, continuous vacuum operation, Cu anode with 70μm or smaller focal spot size, support for Mo/Cr/Co anodes, automated data collection software, chamber dimensions of at least 480x375x450mm, vacuum/air/gas ambient support, sample stage with precise positioning, hybrid photon counting detector, and various sample holders and stages including GISAXS capabilities up to 900°C. Xenocs Inc. was determined to be the only vendor capable of meeting these requirements, as confirmed through market research and a Sources Sought Notice (N00173-24-SSN-TL21) posted June-August 2024. The only other potential supplier, Anton Paar, explicitly stated they cannot provide the required integrated rotating anode generator. The anticipated contract value was redacted, with delivery expected within one year of award. A Notice of Intent to sole source was posted October 2-9, 2024 with no challenges received.
