About this file

This document is a Sole-Source Memo and Findings prepared by Joni Sirovatka and Gabriel Rendon for the Oregon Department of Transportation (ODOT) regarding a contract for installing antennas and ice shields on a new Bonneville Power Administration (BPA) tower located at the Glass Butte communications site. The contract is for the installation of six LMR antennas, one amplifier, five microwave antennas, five ice shields, and the routing of all transmission lines into the shelter. The justification for the sole-source award is that the current BPA contractor is already on site, has completed the required cultural monitoring training, and is familiar with the unique environmental monitoring and mitigation requirements of the site.

The Sole-Source Determination and Findings document provides additional details, including a description of the services, a summary of market research, and the reasons for the sole-source award. The main reasons are the efficiency of using the existing BPA contractor, who will already have the required monitoring personnel and familiarity with the site's unique environmental requirements. The Mitigation Plan that the BPA contractor must follow is also attached as supporting documentation.

Sole-Source Determination and Findings

1. General description:

The contract is for installing antennas and ice shields on a new Bonneville Power Administration (BPA) tower located at the Glass Butte communications site. There is not an anticipated volume of future purchases. The services will include the installation of six LMR antennas, one amplifier, five microwave antennas, five ice shields, sweep tests of the LMR antennas, and the routing of all transmission lines into the shelter through the entry ports. The contractor is under contract with BPA to install like equipment on the their tower and their shelter and is familiar with the unique environmental monitoring and mitigation requirements surrounding the site set forth by the Bureau of Land Management and Regional Tribes.

2. Summary of market research:

Market research shows there are many contractors that are in the business of providing services for antenna installations on communication towers. Our section is familiar with most of these contractors within the State of Oregon, and that number grows as you search nationwide.

3. The reasons for a sole-source:

· Efficient use of existing goods or services requires compatible goods or services:

The contractor will be on site to provide the same services to BPA. Redeployment for our needs will not be required from the contractor. The contractor will also already possess monitoring personnel that is familiar with the unique environmental monitoring requirements and regulations regarding this project identified in the Mitigation Plan. It provides efficiency in that they will already be hired and trained to assure compliance with the unique requirements of the Mitigation Plan.

· Other findings that support the conclusion that the goods or services are available from only one source:

See above. Also attached is the Mitigation Plan the BPA contractor is required to follow (Attachment Q - Mitigation Plan)
