Section B: Description of the Supplies/Services Required

This is an Individual J&A for the purpose of purchasing 38 tons (two rail cars) of Cryotech Sodium Acetate Solid Deicer (NaAc) for Joint Base Elmendorf-Richardson (JBER) runways and taxiways through a one-time Purchase Order as a Firm Fixed Price contract.

requires this product immediately as heavy moisture on the airfield has led to the use of far more sodium acetate than in previous winters. Required Sodium Acetate specifications are below:

• Able to melt ice at temperatures as low as -12.2ºC (10ºF)

• Must be approved for use by the F-22 Primary Aircraft Authorization

• Must be certified to meet the requirements set by SAE AMS 1431

• pH range: 8-10.5 in a 15% solution

• Size: Super Sacks 1,000kg (1 metric ton) This deicing chemical is the only solid deicer approved for use with the F-22 airframe that can be used in conjunction with Cryotech's potassium acetate, for which there is a $6.4M IDIQ currently in place.

Section C: Justification for Soliciting from a Single Source or Brand Name

AFI 32-1002 para 2.4.5. states, “Before using any airfield anti-icing/deicing products, the installation will obtain approval for their primary aircraft authorization (PAA) from the appropriate PM(s), coordinated through AFCEC/ COO.” Therefore, any deicers must be approved for use on aircraft by the PAA. , the PAA for the F-22 aircraft, and , Materials Engineer Staff of Lockheed Martin F-22 Materials and Processes Engineering (M&PE) department, compiled a list of approved F-22 deicing fluids. The only AMS 1431 Sodium Acetate deicer approved for use on the F-22 is Cryotech NaAc Sodium Acetate.

According to the Operations Officer, , Cryotech brand NaAc Sodium acetate is the only known solid deicer approved by the F-22 Integration Office and Lockheed Martin for use with the F-22 airframe. highly recommended the continued use of this product, as using any other deicer product could significantly degrade F-22 coatings and cause maintenance or operational issues with the aircraft.

Due to the unforeseen weather conditions, impacting Joint Base Elmendorf-Richardson AK, this requirement is urgent in nature.

The heavy moisture conditions from the current winter season is requiring a greater than normal utilization of sodium acetate as based on previous years. Having sodium acetate on hand will better prepare JBER for the worst case scenario winter conditions and will void any concern of running low during the winter of 2018.

Section D: Efforts to Obtain Competition

FAR 6.302-2(c)(2) requires that agencies shall request offers from as many potential sources as is practicable under the circumstances. While Cryotech has multiple distributors, due to the urgent nature of this acquisition, it is not in the Government's best interest to solicit to other vendors. The last three requirements for sodium acetate were solicited as full and open competition and all three were awarded to Cryotech under contracts , , and

. There is a high expectation that Cryotech would submit the lowest quote as they are the original manufacturer of the only approved solid deicer on JBER. The use of any other sodium acetate product requires testing and approval. This indicates this requirement should remain a brand name only requirement.

Previous requirements have been solicited as full and open requirements. However, only one vendor, Cryotech Deicing Technology, has submitted a quote for the last two solicitations. Future procurements will seek to obtain competition with Cryotech's distributors, however, a brand name restriction is likely unavoidable due to Cryotech being the sole provider of approved sodium acetate on F-22 aircraft.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
