This is NOT a Solicitation. This is instead a Sole Source Special Notice concerning the procurement described below.
This contemplated procurement action is planned to be a sole-source acquisition based on the facts and reasoning set forth below): Only one source is capable of providing the services required at the level of quality required, because the services are unique or highly specialized. Additional supporting details are as follows:
1. Agency and Contracting Activity
U.S. Department of Transportation (DOT)
OST Office of Security (M-40)
1200 New Jersey Avenue, SE
Attn: Rod Stephens, Room W54-135
Washington, DC 20590-0001
U.S. Department of Transportation (DOT)
OST Acquisition Services (M-63)
1200 New Jersey Avenue, S.E.
Washington, DC 20590-0001
2. Nature/Description of Action(s)
This is a firm fixed price acquisition to procure Bosch Certified field technicians to conduct a software upgrade for the Closed-Circuit Television (CCTV) System located at the
Department of Transportation Headquarters, Southeast Federal Center. The estimated price is $38,000.00. The estimated delivery 60 days After Receipt of Order (ARO).
3. Description of Services
The Bosch Video Management System is a unique enterprise IP video security solution that provides seamless management of digital video, audio, and data across any IP network. It is designed to work with Bosch CCTV products as part of a total video security management system. End users can integrate existing components into one easy-to-manage system or use their full-line capabilities and benefit from a complete security solution based on cutting-edge technology and years of experience.
4. The Authority and Supporting Rationale FAR 6.302-1 Only one source is capable of providing the services required at the level of quality required because the service is highly specialized.
This requirement addresses the Office of Security’s need to update the Bosch BVMS 6.0 software that is no longer supported by Bosch. Updating from 6.0 to the latest version, 11.0 would allow DOT to be offered software and systems support for the department. Procuring another CCTV vendor’s product instead of Bosch would require the procurement of new
CCTV software, licensing, and hardware which would be cost-prohibitive for DOT. Due to the complexity of upgrading several software versions at once, DOT will require the local authorized Bosch Security Representative in the region, Chesapeake Marketing to perform this task. Chesapeake Marketing is the National Capital Region’s area Bosch Security
System expert in several electronic security disciplines including video.
5. Determination Order Represents the Best Value The Contracting Officer and DOT’s Office of Security believe that the contemplated sole-source procurement described herein represents the best value to the Government.
6 .Description of Market Research Chesapeake Marketing’s pricing is deemed fair and reasonable. Based on manufacturer and internet research, DOT thus far has not been able to find another direct vendor who could perform the project described herein at the high level of quality indispensable to DOT.
7. Any Other Supporting Facts). DOT’s Office of Security maintains the spare parts required for the service of the Bosch CCTV hardware. If DOT were to use another manufacturer’s system, DOT would also need to replace existing CCTV hardware, software, licensing, interfaces and spare parts for the system, thereby increasing DOT’s costs and spare-parts-budget to a level unacceptable to DOT.
8. Actions Taken to Remove Barriers to Competition DOT knows of no barr iers to compet i t ion other than the sole -source- just i fying facts and c i rcumstances c i ted above in th is Sole Source Specia l Not ice . And this
Sole Source Special Notice in fact allows interested organizations, OTHER than DOT’s contemplated sole-source-awardee-contractor-company, to e-mail—to james.mowery@dot.gov and to nimrod.stephens@dot.gov and to hank.clyatt@dot.gov and to ellen.polsky@dot.gov and avi.lopin@dot.gov----- for RECEIPT by DOT not later than
11:59 PM Eastern Daylight Time August 21, 2022—a Statement of Qualifications attempting to prove that the submitting entity is capable of performing the project described herein at the high level of quality indispensable to DOT.
