About this file

This is a Sole Source Special Notice for a three-year subscription acquisition by the U.S. Department of Transportation (DOT), Office of the Secretary. DOT seeks to award a new sole-source contract to Politico Pro for continued subscription services supporting 20 users in the Office of the Under Secretary for Transportation Policy Resource Directorate. The contract period runs from approximately April 10, 2026, through April 9, 2029, encompassing one Base Year and two Option Years, with an estimated aggregate value of $170,700.00 (Base Year cost: $53,100.00).

The required services include access to Politico Pro's comprehensive news coverage platform providing legislative and policy intelligence across 30 policy areas including Transportation, Energy, Defense, Health Care, and 26 others. Subscription benefits include 14 customizable subscription credits per user, full access to state and federal legislative and regulatory tracking tools, a redesigned policy intelligence dashboard, and a Projects workflow collaboration tool. The contracting officer determined Politico Pro is the only vendor capable of meeting DOT's needs at the required quality level, as switching vendors would require substantial duplication of customization work already completed. The statutory authority for this sole-source procurement is 41 U.S.C. 253(c)(1) as implemented by Federal Acquisition Regulation 6.302-1(a). Any entity other than Politico Pro believing it can meet DOT's requirements must submit a Statement of Qualifications by email to Melinda.Riddick@dot.gov and Tammi.Daniels@dot.gov no later than 12:00 PM Eastern Time on April 9, 2026.

5. CONTRACTING OFFICER CERTIFICATION THAT THE JUSTIFICATION IS

The contemplated new sole-source contract with Politico Pro would enable DOT’s Office of Governmental Affairs, The Office of the Secretary of Transportation, Office of the Under Secretary for Transportation Policy Resource Directorate to continue to utilize subscription services provided by Politico Pro. Switching to another vendor at this point in the program would require substantial duplication of time and resources already devoted to customizing a new service, which would be unlikely to be an offset and recovered through competition. A new vendor would have to replicate the work DOT has already put in place with Politico Pro.

Therefore, Politico Pro is only vendor that can meet DOT’s current needs.
