The USGS conducted market research by posting a Sources Sought notice (140G0326Q0093) on SAM.gov for four days, which generated two responses. The USGS Project Officer determined that neither responding vendor could provide the required software, as it is currently unavailable with earliest anticipated availability approximately one year out, and neither vendor demonstrated relevant experience in geologic software and modeling. The justification notes that the USGS already owns existing MOVE software with integrated project data and models that would become inaccessible without the license update. The acquisition has been recommended for sole source award and requires certification from the Contracting Officer and approval from the Bureau Competition Advocate.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological

Survey, plans to contract on a sole source basis.

2. Nature of Action Being Approved. Petroleum Expert MOVE software license purchase.

3. Description of Supplies or Services. The USGS needs structural geology software capable of data integration, forward and reverse cross-section modelling, and kinematic restoration and validation which can be incorporated seamlessly in thermal models. The software must be able to assign different densities and physical properties of the mantle and crustal rocks, and must be able to create, record, and export large point clouds for every step of fault motion, uplift, loading, erosion, unloading, sediment accumulation, and sediment loading through the model. This modelling is required to determine critical mineral potential in the EarthMRI Republic Survey region in northeastern Washington State.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 12.102(a) - For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.

6. Rationale Supporting Use of Citation in No. 5. Petroleum Experts (Petex) is the software publisher for the required update and reinstatement of the MOVE suite of geological software license and 2D Kinematic Modelling. Petex is the only vendor that licenses the software. No authorized resellers are available for this software. The required software will serve as an upgrade to existing software that the USGS already owns. There are multiple projects that have data integrated within the software and models have been produced that would be useless without the software available to access them.

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Sources Sought 140G0326Q0093 was posted on SAM.gov for four days. Two responses were received. The USGS Project Officer reviewed the capabilities statements but none of the vendors can provide the required software, as it is currently unavailable (with the earliest anticipated availability being approximately one year). The vendors also do not show any relevant experience in geologic software and modeling.

9. Future Plans to Permit Competition. Future requirement of similar services will be competed to the maximum extent possible.
