About this file
This document is a Sole Source Small Purchase Action for the U.S. Army Watervliet Arsenal's Major Chromium Plating Facility. The facility requires six (6) Prefabricated 120mm Tube Lifting Devices for production support in Surface Finishing Operations. Industrial Handling Services, Inc. (IHS), a North American manufacturer of lifting fixtures, was selected as the sole source vendor due to their ability to quickly manufacture the specialized lifting devices and prevent a potential production stoppage.
The urgent procurement is critical to maintaining the Arsenal's production capabilities for 120mm cannon tubes. Without these lifting devices from IHS, the facility would be unable to meet production requests, which could result in significant delays in scheduled delivery commitments and potentially impact the U.S. Army's operational readiness. The sole source justification is based on IHS's unique manufacturing capabilities, quick turnaround time, and ability to meet the specific quality requirements for the lifting devices.

Lifting Devices – Sole Source Small Purchase Action - awarded to IHS, INC
WVA Major Chromium Plating Facility has an urgent requirement for six (6) Prefabricated 120mm Tube Lifting Devices needed for production support. Industrial Handling Services, Inc. is a North American manufacturer and tester of lifting fixtures that has machining capabilities to manufacture 120mm lifting devices, which are currently needed to prevent a production stoppage of 120mm cannon tubes here in Surface Finishing Operations for plating operations. They can manufacture the lifting devices in a quick timeframe while adhering to our concerns on quality of tooling. They also have the ability of expediting the requested order to meet the demands of the Watervliet Arsenal. If these lifting devices are not ordered from Industrial, the U.S. Army Watervliet Arsenal will not be able to meet the demand of production requests. Additionally, this will result in a full production stoppage of 120mm cannon tubes, thus resulting in delays with meeting our scheduled delivery commitments and a significant impact the U.S. Army’s readiness level.
