About this file
This document is a Single Source Justification for a Simplified Acquisition for JCAST Tester Repairs. The Air Force (AF) requires repairs for Joint Combined Aircrew System Testers (JCAST) from Chemring Energetic Device, the sole manufacturer of these specialized inspection and flight safety equipment testers. The repairs involve several replacement parts and a complete overhaul, as mandated by Technical Order 33D2-10-141-1, which directs technicians to return assets to the manufacturer for maintenance through the local Precision Measurement Equipment Laboratory (PMEL).
The justification for sole sourcing is based on Chemring Energetic Device's proprietary technology and being the only authorized vendor capable of repairing these testers without potential damage. The contract, identified by Purchase Request FA480325Q0033, is being processed through the 20 CONS Contracting Activity, with the Program Manager Andrew Yabumoto recommending the sole source acquisition. While recognizing the current lack of competition, the document notes that the Air Force may explore alternative make/models in the future to broaden market competition, though this is outside the current Program Manager's authority.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 20 CONS
Project/Program Name: JCAST Tester Repairs
Purchase Request/Identification Number: FA480325Q0033
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Testers required for inspection and fit of aircrew flight safety equipment need repairs from Chemring Energetic Device. Joint Combined Aircrew System Tester's (JCAST) require several replacement parts and overhaul.
Section C: Justification for Soliciting from a Single Source or Brand Name
Chemring Energetic Device is the only manufacturer of the Joint Combined Aircrew System Tester (JCAST). Assets were directed to be returned to manufacturer for additional maintenance by local Precision Measurement Equipment Laboratory (PMEL) office. Additionally, Technical Order 33D2-10-141-1 tells technicians to contact the manufacturer for assistance with any faults and issues per Chapter 8 and contact information is in paragraph 8.9. When trouble shooting can not repair the fault, the manufacturer recommends that units be sent in for repair. The contract specialist performed multiple on-line queries regarding the testers being repaired. SAM searches for previous contract actions revealed a solicitation, J&A, and notice of award for repair of the same equipment (Notice ID W912KN19R6005). Furthermore, the contract specialist contacted the manufacturer to verify the manufacturer is the only vendor authorized to repair this equipment. The Manufacturer confirmed that, due to the proprietary technology of the equipment, they were the only vendor that could make these repairs without damaging this equipment.
Section D: Efforts to Obtain Competition
This will be a sole source acquisition to Chemring Energetic Device.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
At this time these are the only JCAST system testers available for use to the AF. In the future the AF may experiment with different make/models to broaden the competition of this market, but is outside the Program managers authority to do so.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
