About this file

This document is a Sole Source Justification for a federal contract opportunity. It describes the rationale for procuring a specific unmanned system simulator from GreenSea Systems, Inc. on a sole source basis. The key details are:

The government requires an unmanned system simulator to support safety requirements for remote procedures and understand the state of the industry. GreenSea Systems, Inc. is the only provider of a simulator that is compatible with the government's existing Remotely Operated Vehicles (ROVs) manufactured by VideoRay at a Military grade standard. The design and kitting of the simulator are proprietary to GreenSea Systems. This sole source acquisition will be conducted under FAR Part 13, Simplified Acquisition Procedures. All responsible sources may submit capability statements, proposals or quotations for consideration.

Source Selection Information – See FAR 2.101 and 3.104

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

☒ A patent, copyright or proprietary data limits competition.

This is a user test protocol to compare available commercial-off-the-shelf unmanned system simulators to support safety requirements for remote procedures and ensure the user community has a full understanding of the state of industry, thereby defining what further development will be required to meet EOD needs. This system is being used to determine state-of-the-industry and to compare this simulator and software to other systems that are being developed or are owned by the force. That can only be accomplished by purchasing this specific equipment. The design and kitting are proprietary to GreenSea Systems, Inc.

EOD currently owns and operates Remotely Operated Vehicles manufactured by VideoRay. VideoRay has confirmed, GreenSea is the only company that provides a mirror quality simulation at a Military grade standard compatible with their ROV’s.
