About this file
This Justification and Approval (J&A) document supports a non-competitive procurement by the Department of the Air Force for 12-16 Stored Energy System Servicing Carts (SESSC) for the F-22 Raptor. The contract will be awarded to Pacific Consolidated Industries LLC (PCI) as the sole manufacturer of this specialized ground support equipment. The procurement includes a base order of 12 SESSC for Pacific Air Forces (PACAF) and two optional line items: two additional SESSC for PACAF and two SESSC for Edwards AFB testing, with a performance period from 30 June 2025 through 30 July 2026.
The J&A justifies the sole-source award based on PCI being the only company with a validated SESSC specifically designed for the F-22, with unique technical specifications including ultra-dry air production, specific oxygen and hydrocarbon content, and MILAIR transport capabilities. Market research, including a 35-day Sources Sought notice on SAM.gov from February 11-March 17, 2025, failed to identify alternative vendors. The Air Force attempted to purchase data rights from PCI on April 9, 2025, but was unsuccessful. The contract will be a Firm Fixed Price (FFP) type, with the government determining the pricing to be fair and reasonable through cost and price analysis.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
A. The above authority was selected because this requirement is for the purchase of highly specialized support equipment and PCI is the only company with the technology for the SESSC developed specifically for the F-22, no other aircraft in the US Air Force (USAF) uses the SESSC. The SESSC has been supporting the F-22 since its fielding in 2005 and is the common system for starting this specific aircraft in the field and in testing. Therefore, this effort is to purchase this highly specialized support equipment for the F-22.
B. The SESSC meets the specification for air conditioning for dryness of air with water vapor, 5 PPM maximum (-90F dewpoint air @ atmospheric pressure with the capability to filter particulate 10-micron or less) with 99% efficiency. It has other capabilities to meet the requirements for the F-22 with specific oxygen and hydrocarbon contents. The SESSC is capable of MILAIR transport, capable of being towed with existing Air Force vehicles with a pintle hitch. All of these capabilities are specific to the SESSC manufactured by PCI. The USAF does not have the data rights to the SESSC. On 9 April 2025 the USAF tried to purchase the data rights but was turned down by PCI.
C. The program office has evaluated and concluded that an award to any other source would result in substantial duplication of cost to the government in the development and production of the SESSC. A research and development contract would take up to 3 years to develop, test and produce an equivalent system. It would cost an estimated additional in developmental costs. The result of this would cause an unacceptable delay in fielding the SESSC. Any delay that would be incurred by going to another contractor is unacceptable to the operational need and war fighter demand that the weapon system is undergoing due to time and increased costs.
D. Accordingly, PCI is the only company capable of providing the SESSC without the USAF experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
A. The F-22 Program requires common configuration of the support equipment used in the flight line for ease of use and sustainability with common parts in an existing supply chain and existing TOD. Market research has not provided a vendor with a system with the specifications suitable for the F-22.
B. Market research, conducted in accordance with FAR Part 10, was performed to identify potential vendors for the F-22's SESSC. As part of this research, a Sources Sought notice (FA8205-25-R-0978) was posted on SAM.gov for 35 days, from February 11, 2025, to March 17, 2025. This notice advised industry of the pending acquisition and solicited inquiries from interested parties. However, the Sources Sought and subsequent internet searches failed to identify any vendors qualified to meet the SESSC requirements.
C. This requirement has been synopsized on SAM.gov, as a notice of proposed contract action IAW FAR 5.201. If other sources express interest as a result of this synopsis or other actions, they will be listed in the official contract

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. IAW the FAR as supplemented, the contractor will be required to submit Certified Cost or Pricing Data and/or Other Than Certified Cost or Pricing Data. A detailed cost analysis and price analysis will be performed and documented in the Price Negotiation Memorandum.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A Sources Sought for market research was conducted by posting a Sources Sought on SAM.gov from 11 Feb to 17 Mar 2025.
There was an Internet search for similar systems to the SESSC. There were no systems available that met the F-22 requirement. It did not provide any vendors who were qualified to compete with the existing system developed and manufactured by PCI. The list of vendors are listed in section IX.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
No further information.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
There were responses to the Sources Sought posted on 11 Feb 2025 for 35 days. The following is a list of the five companies who expressed an interest from the Sources Sought:
- .: A company that has engineering and technical capabilities that include gas systems.
T apability statement stating they could manufacture an SESSC. However this requirement is not to develop a new SESSC, but to provide a current SESSC that is already validated for use on the F-22 without incurring additional implementation and testing costs in addition to the cost of Lockheed Martin incorporating new equipment into a technical order distribution system. The timeline to design, develop, test, and incorporate a brand new SESSC would significantly delay government timelines and increase costs.
- : This is a military aftermarket distribution supply company that has c de range of equipment. In the reply to the sources sought they provided no capability statement of what they can provide. A look on their website did not provide any information if they could supply air craft support equipment nor was any information provided or found that supports their capability to supply an SESSC for the F-22.
- : This is a welding company and not a company specialized in compressed gases fo
- : This is a Telecommunications company and they do not associate with the NAICS code for th company specializes as a Network Telecom Provider, not an air craft support equipment company.
- This company has manufacturing/ engineering capabilities primarily for metal fa ration, and electrical. Their information packet did not state any past or current work with the F-22 and they do not associate with the NAICS code on this requirement.
August 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 5
An evaluation to the replies from the Sources Sought concluded there were no suitable vendors who could provide an SESSC for the F-22. The OEM PCI has provided a ROM and interest in manufacturing new SESSC for the F-22.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
The Government will continue to perform market research as required by the FAR to support future SESSC requirements. The USAF attempted to purchase the data rights for the SESSC from PCI on 9 April 2025, but was turned down. In the future the government will investigate other sources and will attempt to purchase the data rights from the
OEM PCI.
