About this file
This is a Sole Source Justification (J&A-26-0266) for a commercial acquisition valued at or below the Simplified Acquisition Threshold, submitted by the Department of Homeland Security's U.S. Immigration and Customs Enforcement, Homeland Security Investigations division, specifically the Resident Agent in Charge office in Panama City Beach, Florida.
The contracting activity seeks to procure specialized forensic equipment on a sole source, firm fixed price basis to support current federal criminal prosecution and investigative activities. The requirement involves acquiring a BitMindz forensic workstation (located at 8583 Irvine Center Dr. #511) to facilitate the examination of 15 seized electronic evidence items. The current equipment is degraded and ineffective for processing digital evidence efficiently. BitMindz workstations are specifically designed for digital forensics with high-performance, custom-engineered hardware including high-core-count processors, GPU acceleration, extensive RAM, and rapid NVMe storage. These systems are optimized for running resource-intensive forensic software suites such as Magnet AXIOM, EnCase, and FTK, providing the reliability and scalability necessary for complex investigative workloads. According to market research, while competitor options exist (Sumuri and Digital Intelligence), BitMindz offers superior forensic utility with unique proprietary systems and hardware options at a lower price point than alternatives with significantly less capability. The price has been determined to be fair and reasonable based on comparative market analysis.

This requirement is to fulfill forensic activities in furtherance of a federally prosecuted case which resulted in the seizure of 15 separate electronic evidence items. BitMindz workstations are designed specifically for the rigorous demands of digital forensics, offering high-performance, custom-engineered hardware that significantly accelerates data processing and case analysis. By utilizing specialized components such as high-core-count processors, GPU acceleration, extensive RAM, and rapid NVMe storage, these systems provide a stable and optimized environment for running resource-intensive forensic software suites like Magnet AXIOM, EnCase, and FTK. Their reliability and scalability allow forensic examiners to handle complex investigative workloads more efficiently, ensuring that equipment capabilities are aligned with the technical requirements of modern digital evidence analysis.
The equipment is specifically designed to ensure the case is forensically examined in an efficient manner as the current equipment is degraded from time and use and not able to process the evidence efficiently.
