About this file
This is a Sole Source Justification memorandum for a federal procurement action by the 354th Contracting Squadron at Eielson Air Force Base, Alaska.
The 354th Operations Support Squadron requires the procurement of two RF Distribution Units (Part Number 030750-0002) from Indra Air Traffic, Inc. to perform critical system modifications on the installation's Instrument Landing System (ILS). The acquisition is justified under Federal Acquisition Regulation 12.102(a) as a single-source procurement because Indra Air Traffic, Inc. is the Original Equipment Manufacturer and maintains exclusive proprietary rights and technical specifications for these components. Market research confirmed no authorized third-party resellers or distributors exist for these specific units. The justification emphasizes mission criticality, as the units are essential to sustain air traffic control operations and flight safety at Eielson AFB. Additionally, only OEM-certified parts are authorized for integration into the proprietary ILS system, as non-OEM alternatives have not received engineering approval and would jeopardize system certification and safety. The estimated acquisition value is redacted in the document. The Contracting Officer committed to conducting a final price reasonableness determination prior to award using price analysis techniques, including comparison to an Independent Government Cost Estimate and review of the manufacturer's published price list. The justification was certified by Ronald T. Greig, SSgt, USAF, Contracting Officer, on August 12, 2026.

SUBJECT: Sole Source Justification for RF Distribution Units (Indra Air Traffic, Inc.)
1. Requirement Description:
The 354th Operations Support Squadron (354 OSS) requires the procurement of two (2) RF Distribution Units (P/N: 030750-0002) to perform critical system modification on the installation's Instrument Landing System (ILS). The estimated value of this acquisition is
2. Statutory Authority:
In accordance with RFO 12.102(a), the Contracting Officer may solicit from a single source if it is determined that the circumstances of the contract action deem only one source reasonably available.
3. Basis for Decision:
The decision to restrict competition to Indra Air Traffic, Inc. is based on the following:
Proprietary Control: Indra Air Traffic, Inc. is the Original Equipment Manufacturer (OEM) and maintains exclusive proprietary data rights and technical specifications for the RF Distribution Units. Market research indicates that there are no authorized third-party resellers or distributors for these specific components.
Mission Criticality: This acquisition is a system modification approved for use by the Program Management Office (PMO) and Air Force Engineering. These units are essential to sustain the usability of a depreciated asset critical to Air Traffic Control (ATC) and safety of flight operations at Eielson AFB.
Technical Compatibility: Due to the proprietary nature of the overarching ILS system, only OEM-certified parts are authorized for integration. The use of "equal" products is not feasible as they have not received engineering approval and would jeopardize the certification and safety of the landing system.
4. Fair and Reasonable Price Determination:
CUI

A final determination of price reasonableness will be documented prior to award, utilizing price analysis techniques such as a comparison to the Independent Government Cost Estimate (IGCE) and a review of the manufacturer’s published price list.
5. Contracting Officer Certification:
I hereby determine that the anticipated cost to the Government will be fair and reasonable and that the circumstances of this acquisition maintain only one source reasonably available.
