About this file

This document is a Justification for Sole Source procurement for pressure sensitive tape under a Small Purchase Acquisition Procedure (SAP) for less than $150,000. The specific item is a 2-inch wide by 60-yard long white pressure sensitive tape manufactured by 3M with unique technical specifications, including a temperature range of -65 to 450 degrees Fahrenheit, high adhesion properties, and resistance to heat, cold, and solvents. The tape (Part Number 361) is specifically approved for hotwork in PSNS and requires delivery by August 25, 2025.

The sole source justification highlights the tape's proprietary silicone adhesive coating, exceptional performance characteristics including 38 oz./in. width adhesion to steel, 146 lbs./in. width tensile strength, and a total tape thickness of 6.4 mils. The procurement is restricted to 3M as the manufacturer, with PLUSSTAR, INC. as the authorized dealer, located in Dallas, Texas. The document is signed by the Contracting Officer on June 30, 2025, certifying the accuracy of the information and justifying the sole source procurement based on the tape's unique technical properties.
