About this file

This is a Justification for Sole Source Procurement document for a federal contract opportunity valued between $15,000 and $350,000. The contracting activity is DLA Weapons Support at Puget Sound Naval Shipyard (PSNS), with the procurement action referenced under document numbers 60856930 through 60856933. The sole source vendor is QSA Global Inc. (CAGE 23244), located at 40 North Avenue, Burlington, MA 01803, with primary contact Denise Cambre at 225-360-3285.

Code 135 requests procurement of a Cobalt-60 (Co-60) radioactive source to be loaded into an existing Sentry 110 exposure device for radiography non-destructive testing operations at PSNS. The new source will replace the current Co-60 source, which has diminished activity and will be disposed of by QSA Global in accordance with radioactive material handling requirements. The procurement includes maintenance on the existing exposure device to ensure compliance with local and federal regulations. The required delivery date is May 14, 2026. Competition is restricted to QSA Global as the sole source due to multiple limiting factors: the Naval Radioactive Materials Permit (NRMP) 46-4523A-A1NP restricts Code 135 to using only QSA Global exposure devices and associated sources; QSA Global is the original equipment manufacturer (OEM) for the Sentry 110 device; and QSA Global holds proprietary certifications including Special Form Capsule and Type B(U) Certificates for material package design. The Co-60 source must be compatible with the existing Sentry 110 device in form, fit, and function to ensure safe and reliable operation. The document was prepared by David Otero, Planner at PSNS&IMF, and signed on April 3, 2026, pending contracting officer approval.

Ref: FAR 13.106-1(b)

The service or material listed on (Document number) 60856930 thru 60856933 is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.

Restricted to the following source or brand name. Provide original manufacturer's name.

(If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)

Manufacturer: QSA GLOBAL INC. (CAGE 23244) Manufacturer POC & Phone Number DENISE CAMBRE 225-360-3285 Mfr. X Description of the item or service required, the estimated cost, and required delivery date.

Code 135 requests to purchase a Co-60 radioactive source to load into an existing exposure device for the purpose of conducting radiography non-destructive testing at Puget Sound Naval Shipyard. The Co-60 source that Code 135 currently owns has an activity that is no longer useful to perform inspections and will be disposed of by QSA Global according to radioactive material handling requirements. The purchase of the new source includes maintenance on the existing exposure device to ensure it meets all local and federal regulations for radioactive material.

Estimated Cost:

Required Delivery Date: May 14, 2026.

X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).

Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Naval Radioactive Materials Permit (NRMP) 46-4523A-A1NP defines the sources, exposure devices, and operating procedures Code 135 is permitted to use at PSNS. The NRMP permits Code 135 to only use QSA Global exposure devices and associated sources. In addition, radioactive material is only written for using the QSA Global equipment. QSA Global is the OEM for the Sentry 110 exposure device that Code 135 owns that will be loaded with the new Co-60 source requested.

X The requested material or service represents the minimum requirements of the Government.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Justi Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The C0-60 radioactive source purchased must be able to fit within the existing Sentry 110 Co-60 exposure device and function as designed to ensure safe and reliable operation of the device as a radiography source to perform non-destructive testing at PSNS.

X A patent, copyright, or proprietary data limits competition. The proprietary data is:

QSA Global holds the Special Form Capsule and the Type B(U) Certificates for material package design and the Co-

X for existing brand name equipment.
