About this file

This document is a Sole Source Justification for a contract to upgrade the Defense Information Systems Agency's (DISA) Standard Procurement System/Procurement Desktop Defense (SPS/PD2) application from version SR18 to SR19. The upgrade is required because the vendor has announced end-of-life support for version SR18 in March 2024. The SPS/PD2 application is a critical part of DISA's DODNet backbone infrastructure, handling contract placement, procurement, and contract administration functions. Based on market research, CACI NSS, LLC is the only vendor capable of providing the necessary upgrade and support services, as they own the proprietary SPS/PD2 software and source code. The services will be procured via a firm fixed price task order under the GSA IT Schedule GS-35F-349CA. The contract was awarded on 2024-03-19 for an unknown amount.

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source justification for the proposed contract action pursuant to the authority cited above as the particular service is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

Page 2 of 3 Pages version 4.2 Increment 2 SR19. Procurement Service Directorate (PSD) was informed that the SPS/PD2 application version SR18 will reach end-of-lifecycle management in March of 2024; therefore, per the vendor, an upgrade to version SR19 is required. The Procurement Services Division (PSD) is requesting services to upgrade and configure the SPS/PD2 database, application, and DM adapter servers to be in compliance with PD2 version SR19 and to fulfill the upgrade requirement. The procurement of needed services is to provide SPS/PD2 application, database, and adapter server upgrades for the Defense Information Systems Agency (DISA) PSD PMO that supports system availability, stability, and interoperability of SPS/PD2. 6. Market Research: DISA Market Research Repository accessed on 09/05/2023.

SPS/PD2 related market research reports (MRR) for application upgrading format reviewed. Also, sole-sourced. https://dod365.sharepoint-mil.us/Sites/DISA- BDLMRR/SitePages/Market-Research-Tools.aspx. A query of the Market Research revealed the site does not provide the SPS/PD2 application support required (searched for CACI, SPS, PD2, adapter and Sybase). Discussions with knowledgeable industry and government personnel such as Defense Logistics Agency (DLA) have been and continues to be conducted.

In addition, performed a query of the General Services Administration (GSA) (https://sam.gov/) revealed that SAM does not provide the SPS/PD2 application support required (searched for CACI, SPS, PD2, adapter, and Sybase).

Based on current market research, dated 05 Sep 23 to 12 Sep 23, it has been determined that only the aforementioned service provided by CACI NSS, LLC, can fully meet the Government’s need. This requirement is for proprietary product support service and no competitor functional replacement products or services exist in the market at this time to meet the Government's need. The core software underlying SPS, which is the Procurement Desktop – Defense (PD2), is a COTS product utilized by the PSD contracting process from procurement request through award, administration, and payment, to final closeout and has been developed and is owned by CACI (formerly American Management Systems). CACI retains the data rights to the SPS software and owns the source code. Technical updates and maintenance of key software components of the source code can only be done by the source code owner. CACI is the only company that can provide the needed service and that supports PSD’s continued mission requirements and meets the Government’s needs.
