JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION:
SOLE SOURCE ACQUISITION OF TRANE SYSTEM UPGRADES.
1. Contracting Organization:
North Dakota Air National Guard (NDANG) 119th WG 1400 32nd Ave. North Fargo, ND 58102
2. Description of Action: This action is for the procurement of a firm fixed price service contract to upgrade the existing installation Trane Tracer Summit Building Automation System (BAS) and Trane System Controllers. The proposed contractual action is to provide all material and services, including installation, programming, and startup. The purpose of this justification is to support a sole source requirement that will require the local Trane U.S. Inc. representative in Fargo, ND.
3. Description of Services: This requirement for the Trane upgrade will be part of the overall specifications issued under the Performance Work Statement (PWS). The Trane system is currently used as the 119th WG’s building control units (BCUs) and PC Workstations that use Tracer Summit software. Equipment and programming are required and includes the following:
Move the Ensemble Software from the Sequel Express Data Base to the Sequel Standard Data Base Local Operating Network (LON) Cards, Qty: 11 EA Removal and Disposal of existing BCU Controls, Qty: 11 EA Tracer SC Licenses, Qty: 11 EA Variable Air Volume (VAV) Controllers, Qty: 4 EA SM30 I/O Module, Qty: 1 EA Controls Programming One Year Supplemental Motor Protection (SMP) Upgrade Points and Programming on the new SC Upgrade Graphics on the Ensemble Software Startup Owner Training Test Operation One Year labor and parts warranty
4. Authority: The statutory authority permitting the sole sourcing of services is Far 8.405- 6(a)(1)(i)(b), “ Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”
5. Applicability of Authority: The existing Trane building systems are comprised of proprietary software developed by Trane and licensed directly to the Government. Trane retains exclusive rights and does not license third parties to alter or add to the software.
Utilization of the Trane System for the BAS at the 119th WG will:
Provide seamless interoperability and guarantee a fully compatible control system throughout the base.
Minimize the life cycle costs concerning operability, supportability, and maintainability.
Allow the Government to maintain the predefined Trane system mapped to alarms, graphics, schedules, equipment details, trends, and status. Otherwise, vendors other than Trane would be required to map hardware points and develop custom programming to enable default functionality provided in the building automation management system.
Adding custom hardware or software will reduce the overall reliability and maintainability of the building automation system, and result in extensive duplication of the cost that would not likely be recovered through competition.
Support the mandated Agency energy reduction goals by utilizing a proven fully functional centralized monitoring system (Trane Tracer ES) that recognizes inefficient operations and hardware malfunctions.
Realize cost savings from operational efficiencies, energy management, simplified installation, maintenance, and repair.
Allow the Government to avoid maintaining numerous highly specialized staff proficient with the configuration, programming, operation, and maintenance of equipment from different manufacturers.
Allow the Government to avoid the use and associated cost of additional specialized software required to manage and troubleshoot non-Trane hardware controllers.
Allow for programming from a single central station versus a hybrid system composed of many controllers.
Support 119th WG’s consolidation and standardization of BAS systems.
6. Efforts To Obtain Competition: This justification will be posted in accordance with FAR 11.105(a)(3).
7. Fair and Reasonable: With assistance from the 119th WG requiring organization, the Contracting Officer will conduct a thorough review of the proposal received to ensure that the anticipated cost to the Government will be fair and reasonable. Without adequate competition, alternative methods of determining price reasonableness shall be employed.
8. Market Research: The technical POC recently met with the local Fargo, ND Trane office concerning this upgrade. Trane and the technical POC have a vast knowledge of existing HVAC equipment and Controls (the Automation System). They have identified what upgrades are required of existing equipment and programming to meet mission requirements. A market survey was not conducted for the Trane System Controllers based on the previous acquisition history of Trane requirements.
9. Other Facts: Trane U.S. Inc.'s regional state offices include Minnesota, North Dakota, and South Dakota. However, due to the proximity of the local Trane office in Fargo, ND, it is most appropriate the services are provided from the local office rather than another regional office.
Also, the Minnesota and South Dakota regional offices cannot provide competitive quotes as they are part of Trane Franchise Sales Programs.
10. Interested Sources: Trane U.S. Inc. – Fargo, ND
11. Further Competition: At this time, there are no subsequent acquisitions planned.
12. Technical Requirements / Personnel Certification: We hereby certify that the technical requirements and certifications are accurate.
13. Contracting Officers Certification: I hereby certify that this justification is accurate and complete to the best of my knowledge.
PROJECT MANAGER, 119TH CES
