About this file
This is a Sole Source Procurement Notification issued by the Arizona Department of Transportation (ADOT) Sign Factory Shop for the acquisition of an Electronic Film Cutter-Plotter. The procurement targets a replacement ZUND S3 M-1600 machine to replace ADOT's current 20-year-old ZUND M-1600 plotter-cutter, which can no longer be serviced or repaired. The Sign Shop produces an average of 37,409 square feet of replacement highway signs annually for use on Interstate, Federal, and State Highways and requires the new equipment to maintain its current operational capacity, including the ability to produce multiple sign types with a two-hour turnaround time when necessary. The equipment cuts images on electronic film, which then receives transfer tape application to facilitate decal application onto aluminum substrates. The sole source notification was posted on May 19, 2023, with a comment deadline of May 24, 2023, allowing three working days for registered vendors to submit feedback on the sole-source designation. This is designated as a one-time purchase with no renewal options.
The estimated procurement cost is $120,000. Zund America, Inc. is identified as the sole provider of the ZUND S3 M-1600 equipment, making competitive bidding unnecessary under this sole source designation. The procurement is justified based on the machine's compatibility with ADOT's existing material inventory and specialized capabilities required to meet the Department's specific business needs. Maintenance and repair services may also be required for the equipment beyond the initial purchase. The procurement officer for this acquisition is Jamal Christian, reachable at 602.712.8407 or jchristian3@azdot.gov. The notification was processed in accordance with Arizona Administrative Code R2-7-E301(D) requirements.

The Arizona Department of Transportation’s (ADOT) Sign Shop currently produces an average of 37,409 sqft of replacement highway signs per year. These signs are used by ADOT maintenance crews for replacement on Interstate, Federal, and State Highways. For the past 20 years the ADOT Sign Shop has used a ZUND M-1600.
Plotter-Cutters and can no longer source parts for this machine or get PM service.
The Sign Shop is a dedicated Unit that can produce multiple sign types with various quantities on a moment’s notice, while maintaining quality, with a 2 hour turnaround time if needed. There is a need to replace the current machine with a new ZUND S3 M-1600. This machine cut’s the images on an EC film. Then transfer tape is applied on the EC film image, which helps put the decal on the covered aluminum substrate. This is a piece of specialized equipment that is needed to meet the Department’s business need and is compatible with existing material inventory. Maintenance and repair may also be required for this machine. Zund America, Inc. is the sole provider of the Electronic Film Cutter-Plotter model ZUND S3 M-1600.
