This acquisition will enable the American ForcesNetwork – Broadcast Center (AFN-BC) to support the American Forces Network (AFN) mission to provide a balanced representative selection of popular audio information and entertainment programming of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. This programming has been selected in response to requirements established by the military services and AFN survey data on interest/ trends/ likes/ dislikes. It is also required to ensure the accomplishment of the AFN mission to effectively communicate command information to DoD personnel stationed overseas and their family members, while simultaneously providing the level of entertainment needed to make a positive impact on their morale. This acquisition will allow AFN to provide the most efficient medium to ensure the effective communication of information messages inserted around the programming as spot announcements in support of DoD internal information themes, goals and objectives. AFN’s mission tasking per DoD Directive 5120.20 is to support the Internal Communications mission of the Department of Defense by providing a broad range of information and entertainment programming to DoD personnel and their family members overseas, thus attracting an audience for Internal Communications messages placed withinAFN programming.
The Department of Defense (DoD), Defense Media Activity (DMA) intends to award a sole source contract under the statutory authority of FAR 8.405-6(a)(1)(i)(B) ‘Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized’. DMA intends to issue a sole source contract Universal City Studios Productions, 100 Universal City Plaza, Building 1440/30 th
Floor, Universal City Ca 91608. The total period of performance is date of award, estimated 21
September 2021, through 20 September 2022. The Government anticipates a Firm Fixed Price
(FFP) contract, plus four option years. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offeror’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The
Government reserves the right to cancel the Sole Source Award. The primary North American

DistributionTevevision Porgraming This industry comprises establishments primarily engaged in acquiring distribution rights and distributing film and video productions to motion picture theaters, television networks and stations, and exhibitors.Apr 17, 2016 (250 employees as small business size standard) and NAICS code 512120 – Music Publishers (750 employees as small business size standard). This notice of intent is not a request for competitive quotations;
however, the government will consider all responses received within seven (7) days of the issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
