April 29, 2025

In accordance with LCRB C-047-0275, Clackamas County intends to contract with The Fathers Heart for a pilot program to provide a deflection program which will involve partnerships with community-based organizations for program navigation with program participants. The Deflection program is a collaborative program between law enforcement agencies and behavioral health entities that assist individuals who may have substance use disorder, another behavioral health disorder or co-occurring disorders, to create community-based pathways to treatment, recovery support services, housing, case management or other services.

Services from The Fathers Heart are necessary to help Clackamas County assess the best program structure and yield the information needed to carry out a formal solicitation in the future for these services. The pilot is needed to gather information about the best program structure going forward. The Fathers Heart is uniquely positioned to carry out this pilot program due to them operating a number of specialty court housing programs that have collaborative and consistent coordination with courts and peers supporting court functions. The estimated contract is anticipated to be $360,000.00 annually for 2 years.
