General Information Document Type: Sole Source Notice of Intent Solicitation Number: 75A50110Q00006 Posted Date: 02/26/2021 Response Date: 03/09/2021 NAICS Code: 322211 Contracting Office Address Department of Health and Human Services (HHS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS), 200 Independence Ave SW, Rm 640, Washington, DC 20201 Description This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2). This notice of intent is for informational and planning purposes and does not constitute a solicitation. The Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS), intends to award a sole source contract to Pelican Biothermal, LLC 3020 Niagara Lane N, Plymouth, MN 55447 for the acquisition of Credo Insulated Shipping Containers.

The statutory authority for this sole source acquisition is 41 U.S.C. 253(c)(1) as set forth in FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 322211, Corrugated and Solid Fiber Box Manufacturing. The period of performance is 60 months.

The purpose of this project is to provide DSNS with the ability to achieve its mission to deliver critical medical assets to the site of a national emergency. DSNS is responsible for maintaining temperature control of the vaccine assets contained within the Cold Chain Management (CCM) and requires additional Insulated Shipping Containers (ISC) that will be deployed for normal use, during emergencies and special events. The DSNS must have the capability to pack, load and ship temperature-controlled product that is required to maintain between -25°C and -15°C, without the use of dry-ice, for up to 72-96 hours of in-transit shipping rapidly on short notice, 24 hours a day, 365 days per year to anywhere in the USA or to international locations.

The logistics unit wishes to make an informed decision regarding the acquisition and implementation of CCM Shippers to establish an acceptable shipping container that meets or exceeds our specific expectations.

Requirements specifications: (no specific priority or weighted value are implied from the list as outlined)

· Maintain contained product at a temperature range between -25°C and -15°C for at least 72 hours under ISTA 7D Winter and Summer testing.

· Refrigerants or Phase Change Materials (PCM) must perform to Validated requirements when stored in Freezer temperatures between -15°C and -25°C ensuring consistent temperature performance payload without the need for ice, dry ice or gel packs.

· All Refrigerants or Phase Change Materials will be stored and conditioned inside of freezer units and inside of Insulated Shipping Container (ISC).

· ISC cannot be reenergized or loaded with additional PCM once sealed, in order to satisfy 72 hour requirement.

· The ISC Outer shell must last a minimum of 5 routine round trip shipments before significant deterioration (vendor must supply inspection requirements for reuse).

· ISC must be of sufficient strength and integrity to handle normal handling during storage or shipment.

· Must provide end user operation instructions card or sheet for each unit purchased.

· In final manufactured state, all materials making up the ISC are to be Non-hazardous.

· Must include statement on end user directions for safe disposal and any associated material risks by end user, if applicable.

· Must provide any preventative maintenance and other maintenance requirements.

· Must have Thermal Isolation Chamber, a removable thermal liner containing phase change material, which is frozen in preparation for frozen shipments.

· TIC must have Phase Change Material which is a custom-formulated material with a freeze/thaw threshold selected specifically for the necessary temperature range, helps to maintain constant temperature by the ability to store thermal energy.

· Must have replaceable Vacuum Insulated Panels for longer use instead of foam.

· The use of Dry Ice to maintain temperature requirements is not preferred.

· A minimum of 5-minute setup time to be ready for use.

· Products to have at least 48 months of shelf life remaining at time of delivery.

· Approximate payload dimensions/Dimensional requirements:

· Small (Sm); have usable payload space of 5.9”L x 5.9” W x 5.9” H

· Medium (Md), have usable payload space of 8.9”L x 8.9” W x 8.9” H

· Large (Lg), have usable payload 12” L x 12” W x12” H

ICS payload dimensions must accommodate additional space inside and on top of payload area of the height of 1 inch.

Pelican BioThermal is the only vendor uniquely qualified to provide the ASPR/DSNS with Credo Insulated Shipping Containers. Credo shippers are passive and reusable shipper qualified to hold chilled medical materials at a safe temperature for up to five days with the use of Modular Thermal Isolation Chamber walls with integrated Phase-Change Material and Vacuum Insulated Panels. Credo containers are ISTA 7D Winter and Summer profile testing which has been validated and pre-approved by DSNS Qualtiy Control Unit to ship DSNS assets.

As a result of this Notice of Intent, no competitive solicitation will be posted on beta.SAM.gov. We will issue only one solicitation to Pelican Biothermal, LLC. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
