About this file

This is a Sole Source Notice (S-62900-00012796) from the Oregon Department of Forestry (ODF) announcing their intent to enter into a sole source contract with Aspen Helicopters Inc. The contract is for the purchase of a heavy lift kit to increase the maximum take-off weight limit on the Partenavia Observer N9000V aircraft, which has been owned by the State of Oregon since 1986. Any protests to this sole source determination must be submitted by February 19, 2025, at 12:00 PM to the designated Single Point of Contact.

The sole source justification is based on Aspen Helicopters Inc. being the only remaining U.S. distributor/maintenance facility for the aircraft, with Vulcan Air (Italy) being the sole manufacturer of OEM/FAA Type certificated parts specific to this serial-numbered aircraft. To protest this determination, companies must provide detailed proof that they can supply OEM/FAA Type certified parts manufactured specifically for the Partenavia Observer N9000V Aircraft. The notice does not include specific pricing terms or funding information.
