NOTICE OF INTENT TO AWARD SOLE SOURCE
The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Verizon Communications Incorporated (Verizon Inc.) for the National Security Emergency Preparedness (NS/EP) Priority Services (PS) 2.
A sole source Justification & Approval has been completed and approved in accordance with Federal Acquisition Regulation (FAR) 6.302-1. Please see attached redacted J&A.
The proposed contract action is for acquiring NS/EP Priority Telecommunication Services (PTS). PTS enhances the ability for registered users to complete calls during communication congestion events using four PTS operational components:
Government Emergency Telecommunications Service (GETS), Wireless Priority Service (WPS), Special Routing and Arrangement Service (SRAS), and Telecommunication Service Priority
(TSP).
• GETS: A ubiquitous nationwide landline telephone service that provides priority NS/EP telecommunications for the President, Congress, Federal, State, and Local Governments, and industry organizations during periods of network stress. GETS utilizes the existing Public Switched Network (PSN) augmented by NS/EP enhancements.
• WPS: A nationwide wireless telephone service that complements and interoperates with GETS. It provides end-to-end priority NS/EP telecommunications via selected commercial wireless carriers, thereby enhancing the probability of call completion.
• SRAS: A GETS service for special users that provides for the highest level of non-traceable PTS service during times of severe PSN congestion or disruption as may result from acts of terror or war.
• TSP: Authorizes NS/EP organizations to receive priority restoration and installation of vital voice and data circuits and infrastructure for telecommunications services.
Organizations designate critical circuits to receive priority restoration in an emergency and TSP provisioning authorizes prompt installation of new circuits. This component is mandated by the Federal Communication Commission and is managed by CISA.
The contractor shall maintain voice capabilities within the contractor’s network and engineer, implement, test, and maintain NS/EP priority communications services within converging and next generation communications networks. The contractor shall:
• Provide wireline and wireless voice service within the contractor’s network in accordance with NS/EP PS Functional Requirements Specification (FRS) and the
SRAS FRS.
• Provide service evolution planning for the continued enhancement and evolution of NS/EP PS in conjunction with the evolution of the contractor’s communications networks.
• Provide additional service implementation and operations, administration, maintenance, and provisioning (OAM&P) within the contractor’s evolving network and its interface to the networks of other providers of NS/EP PS in order to maintain and enhance NS/EP communications.
• Optional tasks, at the discretion of the Government, to investigate and provide other internet protocol- based priority voice, video, data, and information services.
The contractor shall provide communications services at a level that assures a high probability of their availability to meet the needs of authorized NS/EP communications users under all levels of stress.
The NS/EP program requires the contractor to have nation-wide network coverage, as well as ownership and control of the telecommunications infrastructure on which current and future PS are based. Reuse of third-party owned, operated, and controlled facilities poses too much risk to the Government for mission critical telecommunications during natural and man-made disasters, up to and including nuclear war.
At this time, the incumbent contractor Verizon Inc. is the only source capable of providing all necessary services as it has the network coverage, infrastructure ownership, and capability required by the NS/EP program.
The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.
The North American Classification System (NAICS) code 517112 will be used for determining company size status.

SPECIAL REQUIREMENTS: All personnel performing on or supporting a DISA contract in any way shall be U.S. citizens. Contractor personnel must possess the interim or final security clearance and interim or final IT-level eligibility when performance starts.
