About this file

This is a Sole Source Notice document issued by METCOM 911, a public safety answering point (PSAP) consortium in Oregon, regarding the lease of a backup facility. The notice outlines METCOM 911's need to secure backup facility space to ensure continuity of emergency communications operations in the event of primary facility failure or unavailability. The project involves leasing a facility that meets specific operational and security requirements to house backup 911 call-taking and dispatch infrastructure. The document establishes a sole source procurement justification, indicating that METCOM 911 has determined a single vendor or facility is uniquely qualified to meet the consortium's specialized requirements for emergency services backup operations. The notice includes the anticipated contract term and identifies the procurement timeline, though specific response deadlines and contract commencement dates are referenced within the document framework.

The sole source determination is based on the unique and specialized nature of the backup facility requirements necessary for 911 emergency services operations, which limits competition to providers capable of meeting critical infrastructure, security, and operational standards. The procurement addresses the current operational environment where METCOM 911 requires redundant facilities to maintain public safety communications. Funding for this lease will be derived from METCOM 911's operating budget or through cost-sharing among member jurisdictions. This sole source procurement allows METCOM 911 to expedite the acquisition of essential backup infrastructure without conducting a competitive bidding process, given the critical nature of emergency services continuity and the limited pool of facilities meeting the specialized requirements for 911 operations.
