About this file
This is a Memorandum to the File documenting a determination for a sole-source procurement under FAR Part 13 (Simplified Acquisition Threshold). The contracting officer justifies soliciting from only one source—Templar Medical Training Solutions—for Live Tissue Training (LTT) services supporting the USMC LTT Program.
The requirement involves procurement of training services for health services personnel covering tactical combat casualty care (TCCC), prolonged field care (PFC), damage control resuscitation (DCR), and damage control surgery (DCS). Services are inclusive of all training materials, equipment, instructors, and facilities. The sole-source justification is based on "Other Reasons" under FAR 13.106-1(b)(1)(i), citing the 2026 National Defense Authorization Act Interim Guidance for LTT resumption, which mandates that all vendors providing this specialized training must be formally approved and revalidated by the Training and Education Command (TECOM) Training and Standards Division. TECOM has designated Templar Medical Training Solutions as the singular approved and revalidated vendor authorized to conduct this training. The memorandum certifies that procuring services from any other source would violate current TECOM training standards and regulatory requirements, making sole-source procurement from Templar the only viable option to meet mission requirements. The determination was signed by SSgt Daniel Nachlas on June 11, 2026, and is limited to distribution within the DoD community only.

Determination that Only One Source is Reasonably Available (Including Brand Name) – FAR Part 13 Acquisitions under the SAT
V 1.6 (20 December 2023)
DISTRIBUTION: DoW COMMUNITY ONLY
MEMORANDUM TO THE FILE
Subj: DETERMINATION THAT ONLY ONE SOURCE IS REASONABLY
AVAILABLE FOR A FAR PART 13 ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
I. BACKGROUND:
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement (or portion of the requirement to be sole-sourced) is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
The services required are for the training of health services personnel following an approved plan of instruction encompassing principles of tactical combat casualty care (TCCC), prolonged field care (PFC), and damage control resuscitation (DCR), and damage control surgery (DCS). The service is inclusive of all training materials, equipment, instructors, and facilities to conduct the approved plan of instruction.
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING (select all that apply):
A. _X_ ONLY ONE RESPONSIBLE SOURCE (select all that apply):
1. ___ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

3. _X_ OTHER REASONS.
This requirement is for the procurement of Live Tissue Training (LTT) services in support of the USMC LTT Program. Under the 2026 National Defense Authorization Act (NDAA) Interim Guidance for the Resumption of LTT, all vendors providing this specialized training must be formally approved and revalidated by the Training and Education Command (TECOM) Training and Standards Division. Currently, TECOM has established that Templar Medical Training Solutions is the singular approved and revalidated vendor authorized to conduct this training. Because TECOM is the ultimate authority for validating vendor compliance for LTT, and no other vendor presently holds the mandatory approval status, Templar is the only source capable of fulfilling the Government's requirement. Procuring these services from any other source is not viable, as doing so would violate current TECOM training standards and the 2026 NDAA Interim Guidance. Therefore, a sole source procurement from Templar Medical Training Solutions is highly justified and necessary to meet mission requirements.
B. ___ BRAND NAME
Item required must be a brand name, product, or feature of a product, particular to one manufacturer.
C. ___URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
