Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NC-NJ2000-23-00424 Project Title: SevenCs Software The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with SevenCs Gmbh, to provide 35 concurrent licenses of SevenCs Analyzer S-58 validation software that will validate NOAA’s Electronic Navigational Charts to the International Hydrographic organization’s S-58 and S-57 standard. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software Publishing, with a business size standard of $41.5 million.

Sole Source Justification The Marine Chart Division produces over 1000 Electronic Navigational Charts (ENCs) that cover the territorial waters of the United States. These products have been mandated by the International Maritime Organization to be carried on large commercial vessels for safe navigation. In order to produce a compliant ENC to the standards set by the International Hydrographic Organization (IHO) it must be validated against their S-58 standard.

ENC Analyzer is a package that incorporates the International Hydrographic Organizations S-58 Recommended ENC Validation Checks into a single software package. The Marine Chart Division utilizes this package to ensure that NOAA ENC’s adhere to the international S-58 standard for ENC’s. The Marine Chart Division needs to maintain this second independent checking software to continue to produce ENC’s for the safety of the mariner.
