About this file

This document is a Sole Source Justification and Approval (J&A) memorandum for a Blanket Purchase Agreement (BPA) to lease specialty beds and surfaces at Tripler Army Medical Center in Hawaii.

The BPA will be awarded to Hill-Rom, Inc. as the sole source provider. Hill-Rom is the only vendor with a local warehouse that can deliver the specialty beds within 24 hours, which is clinically necessary to prevent further harm to patients. The BPA will have a 5-year period of performance from June 2024 to June 2029, with a total BPA dollar limit. The previous BPA was terminated for one of the two vendors, Arjo, Inc., as they could not meet the 24-hour delivery requirement. This sole source J&A cites the authorities under FAR 8.405-6 and FAR 16.505 for the justification.

5. Reasons for Authority Cited:

a. Hill-rom, Inc. is the only vendor that has a warehouse on the island, which allows for the timely delivery of the specialty beds to the facility within 24 hours of order request in accordance with the Performance Work Statement. Waiting longer than 24 hours for the delivery of specialty beds may place TAMC patients at higher risk of developing or worsening pressure-related injuries. The timeliness of the bed delivery are clinically necessary; the other vendors would have to ship to Hawaii to deliver, which would severely delay patient care and potentially harm the patient further.

b. If this justification is not approved, and leased specialty beds and surfaces are not provided timely by Hill-rom, Inc., the quality of care to patients and their safety may be compromised.

7. Market Research: Market research was conducted within the last 12 months and services are commercial in nature. A thorough assessment of all available vendors was conducted, not only through literature but also through discussion with the vendors; Hill- Rom was the only local vendor who is able to meet the necessary requirements outlined in the Performance Work Statement. There are no other vendors who are capable of leasing beds, delivering them and/or provide trouble-shooting services within 24 hours to Tripler Army Medical Center, Hawaii.

8. Other Facts: The previous BPA was awarded as a multiple award BPA to two vendors. However, upon award, one of the BPA holders (Arjo, Inc.) could not fulfill the requirement as they do not have a warehouse on island and is not able to meet the time-delivery requirements. The BPA to this vendor was cancelled and the other BPA holder, Hill-Rom, has been fulfilling the requirement for the duration of the BPA.
