About this file

The document is a Sole Source justification for Wiring Intermittent Fault Testers (WIFTs) for the U.S. Naval Air System Command (NAVAIR) PMA 260. Astronics is identified as the Original Equipment Manufacturer (OEM) and the sole designer, developer, and manufacturer of the WIFTs, possessing exclusive technical data rights. The justification argues that Astronics is the only viable vendor due to their proprietary design information and technical expertise, which cannot be replicated by other manufacturers.

The sole source procurement aims to reduce potential schedule delays associated with procurement and contracting lead times by sourcing directly from Astronics. The pre-solicitation opportunity (Solicitation Number 47QSWC25K0044) is being managed by the GSA Federal Acquisition Service, with the specific requirement focused on acquiring Wiring Intermittent Fault Testers for naval aviation applications. The document emphasizes that alternative manufacturers would require consultation with Astronics to develop an appropriate support package for the WIFTs.

Text version

Sole Source language As the OEM, Astronics is the sole designer, developer and manufacturer of the WIFTs we need to purchase. Astronics owns the technical data for the WIFT. The Government does not possess the required technical data to effectively solicit this requirement by full and open competition. Another manufacturer would not have the necessary design information, without consulting with Astronics to provide the proper support package for the WIFT. Sourcing the procurement of the WIFT to a single vendor will reduce risk of schedule delays associated with procurement and contracting lead time.
