About this file
This document is a Sole Source Justification for a simplified acquisition contract to replace the energy management control system (EMCS) at four buildings at Grand Forks Air Force Base. The contractor will provide labor, materials, and services to replace the existing Honeywell EMCS controllers and software with new compatible CP-Open technology. Honeywell is the sole source provider identified since their existing EMCS system and technicians are proprietary and required for integration and maintenance. The estimated contract cost is redacted. The Air Force conducted market research but only received one response that was unable to support the Honeywell system. Due to the proprietary nature of the existing system, the Air Force anticipates that incorporating another brand would result in significant additional costs for integration and training. The Air Force determined that Honeywell is the only reasonably available source for this requirement.
The related federal contract opportunity is for the EMCS replacement project at Grand Forks AFB, with a solicitation number of FA465924Q0006. The contractor will provide the same scope of work as described in the Sole Source Justification. The solicitation currently has no funds available, and the government reserves the right to cancel it. Interested offerors must submit questions via email to the specified Contract Specialist.

Section B: Description of the Supplies/Services Required
The contractor will provide all labor, materials, tools, parts, transpo1tation, and incidentals necessaiy to replace R7044, E-Link, and XL50 controllers with new CP-Open technology in 4 Buildings at Grand Forks AFB, ND. The new control system shall be compatible and integrate with the CUITent Energy Management Controls System Enterprise Building Integrator at Grand Forks AFB. The cmTent system installed is Honeywell.
Contract Vehicle: This requirement will result in a single fnm-fixed-price contract.
Section C: Justification for Soliciting from a Single Source or Brand Name
Honeywell is the only commercial control provider that employs the necessa1y personnel ce1tified to work on Grand Forks AFB environmental management control system (EMCS). EBI's license and architecture are owned, maintained, upgraded, and serviced by Honeywell EBI-ce1tified technicians. Significant cost would be associated with inco1porating other environmental control companies with the cmTent system. Any additional points or add ons for the EBI can only be purchased through a Honeywell branch. All upgrades and patches must be installed by ce1tified technicians. CPO controllers and CPO Studio are proprieta1y and can only be serviced by ce1tified technicians that are employees of Honeywell International Inc. The controllers and softwai·e can be purchased through the branch or GSA. Licensing must be completed by a certified Honeywell branch employee. Honeywell Excel 5000 and the CARE programming used on Grand Forks Air Force base ai·e proprieta1y as well.
Inco1porating other brands would require additional funds at time of installation as Honeywell will charge other control companies for the programming required to tie into the Honeywell system that Grand Forks AFB has. This cost is dependent on the number of points in the control system and will range fro for the system the base has; the additional cost is estimated to be around-Fmthennore, mult AC technicians will require training to maintain an additional control system at a cost of mateler person. When the main front end systems need to be upgraded, the estimated cost is-per brand, eve1y --The average annual cost for the upgrades is-In summaiy, it is estimated that the cost to e an additional brand of environmental controller for this project would add, at a minimlllll, an additiona-
Section D: Efforts to Obtain Competition
A Sources Sought was posted on www.sam.gov on 8 July 2024 for a period of 12 days and one response was received from BHPE, LLC. Section E: Steps to Preclude Future Single Source or Brand Name Awards
Because of the efficiencies for having one brand of controls, there is not a solution to preclude single source/ brand name situations. In the future, as control software matures and becomes more standardized, the government may likely be able to use other brands of controls with little additional cost or training.
Many bases have standardized one brand of control system for this reason. The bases vaiy in which brand they use so the Air Force as an enterprise is being competitive among the environmental control companies (e.g., Johnson Controls).
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1 (b){1 ), that the circumstances of this contract action deem only a single source is reasonably available.
