About this file

This document is a sole source justification for the procurement of WISP sensing system hardware and sensors from Analog Devices Inc. (ADI) to be used for structural health monitoring of Navy structures. Code 654 at NSWCCD requires the WISP sensors, which contain carbon nanotube crack gauges to provide accurate sub-millimeter fatigue crack measurements in all environmental conditions. These sensors will allow for remote inspection and assist with ship maintenance. ADI has proprietary rights to the WISP product licenses, maintenance, and support as the technology was developed under an ONR SBIR program and ADI has an exclusive license agreement. As the WISP system is still a prototype, it is not available for purchase through ADI's normal channels, but ADI has authorized Arrow Electronics to sell the prototype hardware to NSWCCD on a one-time basis to facilitate the procurement. The procurement will support monitoring of active cracking on several LCS assets, avoiding expensive and time-intensive inspections.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Other Reasons:

B. SOLE SOURCE (select all that apply)

The proposed procurement is for highly specific structural health monitoring hardware (SHM) which can detect the initiation or growth of cracks in Navy structures (ships, submarine, unmanned vehicles, etc.). The required WISP sensing system hardware and sensors are easily installable and the WISP sensor contains a carbon nanotube crack gauge, which can provide accurate sub-millimeter fatigue crack measurements in all environmental conditions. These sensors allow for remote inspection and will assist with ship maintenance and sustainment.

Code 654 conducted a market survey and Analog Devices Inc. (ADI) in the only source authorized to provide the required WISP sensing system hardware and sensors. NSWCCD does not have a direct purchase account with ADI. To facilitate a one-time sale, ADI has authorized Arrow Electronics to sell NSWCCD the prototype hardware.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

ADI has proprietary rights to all WISP product licenses, maintenance, and support.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

The WISP hardware and sensors were developed for the Navy under an Office of Naval Research (ONR) Small Business Innovation Research (SBIR) program by the Metis Design Corporation. Analog Devices Inc. (ADI) obtained an exclusive technology and license agreement, granted by Metis Design Corp., for the WISP technology, ADI is the only manufacturer of WISP products. As WISP is still a prototype technology, the products are not listed for sale in the ADI marketplace or distributors websites. ADI is using Arrow Electronics to provide a source for purchasing WISP hardware.

3. Other Reasons:

The Navy Fleet will suffer if Code 654 is unable to complete the procurement. Currently, several LCS assets have active cracking, which currently only be monitored through expensive, time-intensive inspections during
