About this file
This is a Single Source Justification document for a simplified acquisition under the Simplified Acquisition Threshold (SAT) from the Department of Veterans Affairs East Orange VA Medical Center. The justification is for the procurement of VacuMed's Quality Control System for the VA Airborne Hazards and Burn Pits Center of Excellence, with an estimated value of $30,799.85.
The document details extensive market research demonstrating that VacuMed (VacuMetrics, Inc.) is the only known company that provides the required metabolic Quality Control System driven by a metabolic simulator. The system consists of a piston pump with a motor that precisely controls tidal volume, respiratory rate, minute ventilation, oxygen consumption, and carbon dioxide elimination. While competitors like COSMED, Parvo Medics, AEI Technologies, and others provide basic calibration tools such as 3-liter syringes and gas concentrations, none offer a comprehensive quality control system with a metabolic simulator. The system will integrate with existing hardware and software to enhance the accuracy of cardiopulmonary assessments for veterans. VacuMetrics, Inc. is identified as a small business certified with the SBA, though not a SDVOSB/VOSB.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C242‐25‐AP‐0027
1. Contracting Activity: Department of Veterans Affairs, VISN 02, East Orange VA Medical Center
Department of Veterans Affairs, War Related Illness and Injury Study Center (WRIISC), Airborne Hazards and Burn Pits Center of Excellence (AHBPCE)
2237 Number: 561‐25‐1‐2238‐0002
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Airborne Hazards and Burn Pits Center of Excellence at the NJ War Related Illness and Injury
Study Center provides state‐of‐the‐art cardiopulmonary assessments for Veterans. VacuMed’s Quality
Control System will enhance the accuracy of assessing gas exchange in our Veteran popula on. This system is designed to produce known gas exchange variables at a high precision, improving our confidence in the accuracy of our breath‐by‐breath metabolic measurement system. The new system would fully integrate with the exis ng hardware and so ware.
The estimated value is $30,799.85.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The metabolic simulator is the key component of this Quality Control System. It consists of a piston pump with a motor (i.e., mass flow controller) that allows the simulator to precisely produce and control dal volume, respiratory rate, minute ven la on (VE), oxygen consump on (VO2), and carbon dioxide elimina on (VCO2).
4. Description of market research conducted and results or statement why it was not conducted:
Market research was started by searching FPDS. FPDS was searched for keywords “Quality Control System”, “Metabolic Simulator”, “Metabolic Calibra on System”, “Metabolic Calibrator”, and lastly “VacuMed/VacuMetrics” which is the OEM who provided an ini al quote.
Next, ADDSUP was used to search for similar contracts using keywords “Quality Control System”, and “Metabolic Simulator” filtered by NAICS code “339112”. Also, ADDSUP was searched for the vendor “VacuMetrics/VacuMed” which produced two results.
VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
DSBS was searched using keywords “Quality Control System” and filtered by NAICS code “339112” which produced zero results. DSBS was searched using keywords “Metabolic Simulator” and filtered by NAICS code “339112” which produced one result being VacuMetrics/VacuMed who provided an ini al quote.
Lastly, DSBS was searched using keywords “Metabolic Simulator” filtered by NAICS code “339112” and SDVOSB/VOSB which produced zero results.
GSA was searched for keywords “Metabolic Quality Control”, “Metabolic Calibra on System”, “Metabolic Calibrator”, and “Metabolic Simulator”. GSA was also searched for part No. “17057 (Metabolic Calibra on System)” and did not produce any relevant results.
VETCERT was searched for NAICS code “339112”. VETCERT was also searched for the vendor “VacuMetrics/VacuMed” which is not a SDVOSB/VOSB.
SAM was searched for the proposed vendor “VacuMetrics, INC” and they have no ac ve exclusions.
VacuMetrics, INC is a small business cer fied with the SBA. VacuMed specializes in high‐tech instrumenta on for fitness tes ng and analysis including instruments for Hyperoxic training, Body composi on, Metabolic measurement for res ng and VO2max measurements. Universal Ven la on Meter, CO2, O2, N2 Analyzers, Metabolic Simulators, Underwater Weighing Systems, Exercise ergometers and custom treadmills.
Additionally, market research consisted of an online search to determine whether leading manufacturers and/or sellers of metabolic testing equipment provide this requirement. The companies included in our market research were VacuMed (VacuMetrics, Inc.), COSMED, Parvo Medics, AEI Technologies, Geratherm Medical, MGC Diagnostics (MedGraphics), and Quinton Instruments. No other company can sa sfy this requirement, as VacuMed (VacuMetrics, Inc.) is the only known company that provides the metabolic Quality Control System driven by a metabolic simulator. Other systems merely provide a 3‐liter syringe and known gas concentra ons to calibrate the flow meters and the gas sensors.
Other companies do not provide a quality control system of any kind, other than the tools (i.e., 3‐L syringe and known gas concentra ons) to ensure the accuracy of the flow signal (syringe) and gas concentra ons. This includes other companies include companies that manufacture and/or sell leading metabolic tes ng systems, including COSMED, Parvo Medics, AEI Technologies, Geratherm Medical, MedGraphics, and Quinton Instruments.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
