About this file
This is a Sole Source Justification (SSJ) document for the Defense Health Agency (DHA) to procure Actian DataConnect Software Procurement, a hybrid integration platform. The requirement is for a fixed-price purchase order for Operations & Maintenance (O&M) funding, with a performance period from December 1, 2025, through November 30, 2026. The document justifies a sole-source procurement from Actian Corporation based on the software's unique, complex integration with the JMAR application, which would require an estimated 24-36 months and significant additional costs to replace.
Market research conducted on October 28, 2025, confirmed that no alternative vendors can immediately meet the unique integration processes of the Actian DataConnect software within the JMAR system. The justification emphasizes that the existing integration took 500-800 hours of development and testing, with 4-6 weeks of specialized developer training. The DHA argues that switching vendors would introduce unacceptable project risks, disrupt system stability, and incur substantial unrecoverable costs. The sole source determination is supported by a manufacturer's letter and the software's proprietary rights, making Actian Corporation the only viable supplier for this specific maintenance and upgrade contract.

5. Reason for Authority Cited: The market analysis concludes that Actian is the only manufacturer capable of fulfilling the specified requirements for DHA. Actian, as the Original Equipment Manufacturer (OEM), holds the proprietary rights and provides the necessary licenses for its products. Consequently, Actian is the sole source for both the required licenses and associated maintenance support. This determination is supported by a sole source letter from the manufacturer, dated February 19, 2025.
The unparalleled integration of Actian DataConnect within the JMAR application presents a compelling case for retaining this unique solution. To integrate Actian DataConnet with the current DHA systems required a complexity that, at this time, cannot be duplicated. The integration of this software took an estimated 500-800 hours (2-4 months) of development and testing. Adding to the expense, JMAR developers required 4-6 weeks of specialized training to become proficient with a new and unfamiliar system. Given the DHA's already invested over in initial training and maintenance of Actian DataConnect, upgrading to version 12 is the only fiscally responsible path forward. It ensures continuity, stability, critical security patches, and the necessary maintenance support, preventing a costly and disruptive overhaul of the JMAR system and its unique integration with DataConnet.
Given the uniquely specialized integration of Actian DataConnect within JMAR, procuring alternative software introduces unacceptable risks to project timelines and budgets.
Implementation of a replacement would tack on an estimated 24 to 36 months to JMAR integrated schedules, along with approximately for additional training and implementation costs, and a further in other related expenses. At this juncture, a competitive requirement simply cannot address these significant risks and added costs. The additional savings and cost mitigation needed by the DHA cannot be met with an alternative vendor, awarding the required maintenance/upgrade contract to Actian Corporation is the only route forward that avoids substantial duplication of costs associated with code redevelopment and retraining, which are unrecoverable, and not conducive to competition.
6. Market Research: Market research was conducted on 28 October 2025. Actian DataConnect is commercial software that is commonly sold and traded in the general market. Market research supports there is not a reasonable expectation that quotes will be obtained from at least two (2) responsible small business concerns that can immediately meet the unique integration processes the Actian DataConnet software currently offers within the JMAR. Market research also verified that Actian DataConnect Software cannot be acquired through an alternate reseller and only Actian Corporation (“Actian”) (CAGE: 4AZL1) is capable of supplying the software.
