About this file

This is a Sole Source (Including Brand Name) Justification document for a specialized nuclear density measurement device. The United States Air Force 356 ETSG/CONS contracting activity is seeking a Troxler 4540 EGauge Combo, a unique nuclear density gauge capable of measuring both asphalt and soil density within a single machine. The procurement is specifically for a kit including the EGauge, Model 6760 Moisture Probe, various accessories, and a shipping case, intended to support heavy construction teams of 150+ personnel working on runways, taxiways, and parking aprons.

The solicitation will be set aside for service-disabled veteran-owned small businesses, with a sources sought notice posted on SAM.Gov for 8 days, receiving two responses. Troxler is justified as the sole source because it is the only vendor offering a low nuclear density EGauge that can measure both asphalt and soil density simultaneously, using gamma and neutron radiation to provide accurate density readings. The government will continue to conduct market research to find potential equivalent equipment in future acquisitions. The anticipated procurement is planned for June 1, 2025, with the justification citing AFFARS 5313.501 and 10 U.S.C. 3572 as the statutory authority for this acquisition method.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Brand Name: Troxler is the only vendor that offers a low nuclear density EGauge to measure both asphalt and soil density within a single machine.

Nuclear testing is an accurate method to determine the density of the soil and asphalt as it uses gamma and neutron radiation that has been proven to accurately calculate the depth and compaction of particles in the soil and asphalt. Due to no other company having a combo machine with its accuracy, it makes the Troxler 4540 EGauge combo an essential piece of equipment to efficiently conduct soil and asphalt analysis throughout an entire airfield. The 4540 EGauge combo, by Troxler, utilizes all testing methods at a low nuclear transmission that enables the machine to give accurate density readings and it's license exempt.
