SOLE SOURCE JUSTIFICATION AND APPROVAL

This is a Sole Source Justification and Approval document for a GSA federal contract opportunity. The General Services Administration, Office of Mission Assurance, is issuing a firm-fixed price task order to Everbridge Inc. for a GSA-Wide Critical Event Management (CEM) MASS Notification Tool with Virtual Command Center (VCC) capability. The order will be issued under GSA Multiple Award Schedule Contract Number 47QTCA24D0083 for one base year (12 months) with four optional one-year periods, subject to fiscal year funding availability. The total estimated value is $1,841,377.02, with the base year valued at $399,354.74 and each option year at $360,505.57. The justification is based on authority 538.7104-3(b)(ii), establishing that only one source is capable of providing the supplies or services at the required quality level because the supplies or services are unique or highly specialized.

The required CEM platform must deliver advanced risk intelligence and GIS mapping, interactive emergency notification services (multi-channel SMS, phone, email, app), centralized crisis management with cross-functional coordination through a unified VCC, robust reporting and auditability, and federal-ready security meeting FIPS-199 Moderate Impact standards with valid FedRAMP authorization and NIST 800-37/800-53 compliance. The solution supports GSA's mandated Continuity of Operations (COOP), Continuity of Government (COG), and Essential Capabilities and Governance (ECG) programs, as well as the Emergency Operations Center (EOC) and National Alert & Accountability System (NAAS). Market research identified 18 vendors as incapable of meeting the integrated CEM requirements; two vendors (Blackberry AtHoc and Motorola RAVE Alert) could meet mass notification functionality but lack Everbridge's integrated visual command and control platform and proactive risk intelligence capabilities. The justification notes that replacing the current Everbridge contract before its September 29, 2026 expiration would require costly redevelopment and re-accreditation, posing severe risks to GSA's essential function continuity and federal compliance. The contract is structured with CLINs for one-time transition/deployment, 360 term licenses for business operations standard (9,000 units), configurable self-service risk module (1 unit), and optional expansions for public warning, mobile application, and crisis management modules. The document has been certified and approved by the Contracting Officer, one level above Contracting Officer, and Legal Counsel as of July 15, 2026.

SOLE SOURCE JUSTIFICATION and APPROVAL In Accordance with RFO GSAR 538.71

For Orders or BPAs above the Micro-Purchase Threshold established under Federal Supply Schedules

1. Agency and Contracting Activity.

This requirement is in support of GSA, Office of Mission Assurance, 1800 F Street, NW Washington, D.C.

20405. The contracting activity is the Internal Acquisition Service Center, 1800 F Street NW, Washington, DC 20405.

2. Nature and/or description of the action being approved.

A sole source task order will be issued to Everbridge Inc. for the GSA-Wide Critical Event Management MASS Notification Tool - Software as a Service (SaaS) with Visual Command Center (VCC) capability.

The action will be a firm-fixed price delivery order via GSA Multiple Award Schedule Contract Number 47QTCA24D0083 for a period of one (1) base year with option years to be separately funded when exercised and subject to the availability of fiscal year funding. The order will be other than full and open, using the statutory authority outlined in 538.7104-3. This justification highlights the critical need for an integrated CEM tool with VCC capabilities to fulfill GSA’s mandated Continuity of Operations (COOP), Continuity of Government (COG), and Essential Capabilities and Governance (ECG) programs. The justification will be posted to the Contract Opportunities section of the SAM.gov website.

3. Description of Supplies/Services required to meet the agency’s needs (including the estimated value).

The General Services Administration (GSA) requires a comprehensive, integrated, and scalable Critical Event Management (CEM) tool with Virtual Command Center (VCC) capabilities. This solution will modernize GSA's emergency management processes, eliminate manual workflows, and ensure compliance with federal directives and statutes, including COOP, COG, and ECG programs. The tool directly supports GSA’s Emergency Operations Center (EOC) and the National Alert & Accountability System (NAAS).

The required CEM platform must provide a secure, real-time, and resilient solution featuring the following capabilities:

● Advanced Risk Intelligence & GIS Mapping: Proactively monitor and analyze global/domestic threats (weather, security, cyber). Correlate threats with personnel and facilities using GIS data to assess impacts and generate actionable situational reports.

● Interactive Emergency Notification Services: Deliver rapid, multi-channel mass notifications (SMS, phone, email, app) to targeted or GIS-defined populations. Enable two-way communications, automated response tracking, GETS support, and ad-hoc alerting from any web or mobile device.

● Centralized Crisis Management & Cross-Functional Coordination: Provide a unified VCC to coordinate responses and establish a shared operational picture. Features must include automated workflows, customizable response playbooks, and secure integrations with internal systems (e.g., GSA E-PACS, HR Links, GIS).

Docusign Envelope ID: 9AF80B2F-88E5-8CCF-823B-DA75B93FD26A

● Robust Reporting, Accountability & Auditability: Generate detailed accountability and post-incident reports. Maintain comprehensive audit trails and incident documentation for federal oversight, after-action reviews, and continuous improvement.

● Federal-Ready Security & High Availability: Ensure geographic separation of network nodes, off-site backup, and full failover resilience. The solution must meet FIPS-199 Moderate Impact standards, hold a valid FedRAMP authorization, and comply with NIST 800-37/800-53 and GSA PII requirements.

Option Year Time Total Base 12 mos. $399,354.74 Option Year 1 12 mos. $360,505.570 Option Year 2 12 mos. $360,505.57 Option Year 3 12 mos. $360,505.57 Option Year 4 12 mos. $360,505.57 Total Estimated Value: $1,841,377.02

The total estimated value of this task/delivery order based on the Government’s Independent Government Estimate (IGE), for the base and all option periods is $1,841,377.02.

4. This justification is prepared in accordance with GSAM 538.7104, which prescribes the procedures for restricting competition and executing sole source justifications under the Federal Supply Schedule (FSS) program.

Authority:

☒ 538.7104-3(b)(ii): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Rationale:

Everbridge's CEM tool with VCC solution is uniquely positioned to satisfy GSA's highly specialized requirements for emergency management processes. Everbridge's integrated suite offers capabilities, features, and established architecture that are not available from other sources to provide real-time, secure, and auditable communication; incident management; and personnel accountability across diverse platforms and locations into one centralized visual dashboard with proactive risk intelligence and threat awareness expertise. These capabilities would strengthen the safety of personnel and the continuous execution of essential functions across the agency to meet the stringent, federally mandated requirements of the agency’s COOP, COG, and ECG programs. Other sources can meet the mass notification system functionality requirements but lack the integrated visual command and control platform and proactive risk intelligence functionality requirements necessary for a critical event management tool as shown by Everbridge.

Even if there were a viable alternative, replacing or integrating a new mass notification system before the current Everbridge contract expires on September 29, 2026, would require costly, time-consuming redevelopment and re-accreditation. This transition poses a severe risk to GSA’s essential function continuity and compliance with federal directives. Continuing with Everbridge solutions for emergency management processes also allows OMA to maintain compatibility with and interface with existing GSA products (i.e., GSA Enterprise Physical Access Control System [E-PACS], HR Links, Arc Geographic Information System [GIS], and GSA Robotic Process Automation [RPA] workflows, and other internal GSA system databases).

5. Description of Market Research

A team consisting of the CEM project manager, assigned COR, and Emergency Management Office (EMO) members conducted market research on CEM system capabilities, potential vendors, and existing GSA MAS and BPA rates of product offerings and contract discount pricing on a pro-rata basis beyond the minimum purchase value/minimum contacts through GSA eLibrary, GSA Advantage, and industry sources. Based on the proprietary nature of Everbridge's integrated CEM tool with VCC and risk intelligence solution, historical data was sold to vendors specialized in mass notification system functionalities rather than critical event management functionalities. There were a total of vendors (18 total) as stated in the market research from the RFI, identified as not capable of meeting the required capabilities for emergency management processes due to their products’ focus on IT-related cybersecurity infrastructure, data integrity, and hardware solutions rather than integrated software as a service for an enterprise-wide visual dashboard for critical event management as required. Two vendors found through FedRAMP Marketplace (e.g., Blackberry AtHoc and Motorola RAVE Alert) meet the mass notification system functionality requirements but lack the integrated visual command and control platform and proactive risk intelligence functionality requirements necessary for a critical event management tool as shown by Everbridge. Vendors provided informational market research prices based on generalized GSA contact and asset units for procurement licensing and service.

6. Any other facts supporting the sole source justification. (List any other facts not otherwise categorized in the SSJ.)

See the attached Technical Memorandum for Record, Technical Rationale.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition of supplies or services is made.

None currently.

8. Determination by the Contracting Officer that the anticipated task order represents the best value consistent with 538.7102-2(b)(4).

Pursuant to 538.7102-2(b)(4), I determine that the anticipated task order represents the best value (as defined by FAR 2.101) to the Government. GSA has already established that the base contract prices and hourly rates under Federal Supply Schedule (FSS) contracts are fair and reasonable; therefore, a separate base-contract determination is not required.

An order-level price evaluation was conducted in accordance with 538.7103 Procedures.

By establishing this FSS order under GSAR Subpart 538.71, the ordering activity concludes that this action achieves the best value, supported by verification of the prices listed under GSA MAS contract 47QTCA24D0083.
