About this file
This document is a Sole Source and/or Brand Name Justification for a simplified acquisition by the General Services Administration (GSA) Public Buildings Service Region 8. The procurement seeks installation and upgrade services for electronic security systems, Video Surveillance System (VSS), and Physical Access Control (PACS) at the Social Security Administration's Denver Federal Center, Building 94, with an estimated price of $135,036.00. After two previous solicitation attempts (RFQ#1703197) that yielded unacceptable responses from RV Global Solutions and Accord Federal, GSA determined Securityhunter, Inc. as the sole source contractor due to their specialized experience with SSA security systems and familiarity with the specific project requirements.
Securityhunter was selected based on their comprehensive capabilities in integrated detection systems, access control systems, closed circuit television, physical security information management, smart card technology, and biometrics, with specific expertise in SSA facility security installations. The justification emphasizes that bringing in another firm would cause additional delays and duplicate costs, and Securityhunter's prior knowledge of SSA security systems nationwide makes them uniquely qualified to effectively meet the mission requirements. The contract was ultimately awarded to Securityhunter, Inc. on March 13, 2025, for a total of $127,506.72 under contract number 47QSWA20D0095.

Sole Source and/or Brand Name Justification Simplified Acquisition ($135,036.00 and does not exceed the simplified acquisition threshold)
Requestor Jana K. Mitchell (303) 748-6690
The General Services Administration plans to solicit from a single source. This document sets forth the justification for soliciting from one source. [See FAR 13.106-1(b) and 13.106-3(b)].
Description of Supply or Service Required:
The General Services Administration (GSA), Public Building Service (PBS) Region 8 is seeking a solution to provide all supervision, labor, materials and equipment necessary to install and/or upgrade various electronic security systems, Video Surveillance System (VSS), and Physical Access Control (PACS) for the Social Security Administration (SSA) at the Denver Federal Center, Building 94.
Estimated Price:
$135,036.00
How was this Price Determined to be Reasonable? (Attach appropriate documentation)
☐ Government cost estimate
☐ Market survey
☐ Previous similar purchase
☐ Published price list(s)
☐ Other (specify):
Reason for Sole Source: GSA solicited this project in late 2023 and in July of 2024 (RFQ#1703197). Two responses were received, both were deemed unacceptable. GSA did ask for clarification from both parties, RV Global Solutions and Accord Federal. GSA was concerned that neither party provided adequate information, or that the Statement of Work was fully representative of either proposal. After both contractors being somewhat slow or unresponsive, GSA was finally able to have several email conversations and one conference call.
Accord Federal provided an updated proposal in which the math was incorrect and still not comprehensive of the work to be performed.
After RV Global did not show up for a preliminary site walk, eventually they provided an updated proposal that actually came in at a higher price point than the original submission. In the end, GSA was not confident and unable to determine that either Contractor could perform the work given their apparent misunderstanding of the scope and work required. The decision to sole source the solicitation was made when GSA subsequently identified the company Securityhunter who was already familiar with the design due to previous contract actions.
They did not respond to the original solicitation (RFQ#1703197) as they were not contacted directly and only saw the posting shortly before it closed so they did not have time to properly put together a quote for this action. They are interested and capable of performing the work.
Proposed Contractor (include address, person to contact, phone #):
Securityhunter, Inc. 7249 Ambassador Rd. Baltimore, MD 21244, Yitz Bortz, Contracts Manager ybortz@securityhunter.com, 800-397-5300
Reason for Sole Source: Securityhunter is the only source that is responsible and able to to satisfy government needs inasmuch as they handle these types of installations not only other SSA facilities throughout the country, but for several other government agencies as well.
They have handled integrated detection systems (IDS), access control systems (ACS), closed circuit television (CCTV), physical security information management (PSIM), smart card technology and biometrics, intercoms and integrated deployment of all of these systems specifically for SSA. These capabilities speak directly to the Statement of Work for SSA, especially as all systems must connect to GSA’s Fire/Life/Safety and building systems. Additionally they provide electronic security systems follow-on with training/certification, technical, maintenance and administrative support.
Other Sources Contacted (if any):
RV Global Solutions Accord Federal
Method used to Contact:
☐ Telephone ☐ Letter ☐ Visit
☐ On-line Research ☐ Other (specify): Email, Video Calls after initial RFQ
OTHER. GSA attempted Full and Open competition on this project in July 2023. Another round would produce another substantial and unacceptable delays for the SSA. They have been waiting for this project to have critical upgrades to their various electronic security systems, VSS, and PACS system within the DFC Building 94. Securityhunter, Inc. possesses knowledge specific to the project and to other SSA buildings and security throughout the country that will ensure effective delivery of these critical requirements and allow them to provide technical review of the installations during construction. Bringing in another firm at this point in the project would require additional time, and a duplication of effort/costs and would not effectively meet the mission requirements of the SSA.
