About this file

This is a Sole Source Justification and Approval document from the National Institutes of Health (NIH) Clinical Center dated March 5, 2025. The NIH Clinical Center is pursuing a sole source procurement under FAR 13.106-1(b)(1) for project management and consulting services related to the Surgery, Radiology and Laboratory Medicine (SRLM) construction project on the Bethesda, Maryland campus. The $620 million SRLM project involves constructing a nine-level above-grade structure (including interstitial floors and roof penthouse) and two levels below grade on the west end of the current Clinical Research Center, which will house SRLM programs, NCI laboratories, Interventional Radiology, and the NHLBI Catheterization Lab. The anticipated contract value is $25,000.

The contractor will provide qualified personnel, services, materials, equipment, and supplies necessary to support the outfitting and transition from current SRLM space to the new SRLM Wing, with occupancy targeted for Spring 2029. The consultant will support communication activities and provide project management support to ensure safe and successful completion of the project, as interruption in service could cause substantial project delays. The justification cites only one responsible source capable of meeting agency requirements, and no market research was conducted. The Administrative Officer is Sarah Polanco (301-594-8505), and the Contracting Officer is Susan Nsangou. Both officials have certified the accuracy and completeness of the justification.
