About this file
This justification memorandum requests approval for a sole-source procurement of one Stratasys J55 Resin Printer from GoEngineer, the only authorized reseller, to increase rapid prototyping capabilities for training device components. The 82nd Training Support Squadron requires this specific printer model as it is the only one compatible with their existing fused deposition modeling machines and trained personnel. Procuring from Stratasys directly through an authorized reseller will provide warranty coverage and maintenance support. Market research found no other available options currently offered under GSA contracts. The contracting officer and chief of specialized acquisitions approved this sole-source justification.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
18 July 2023
MEMORANDUM FOR 82 CONS/PKA
FROM: 82 TRSS/CC
SUBJECT: Justification and Approval for Sole-Source Requirement (Ref: Stratasys J55 Resin
Printer, via GoEngineer, GSA Authorized Vendor)
1. Description of the Supplies/Services: In accordance with agency objectives, the 82
TRSS/TXTSD Trainer Development Flight has a need to purchase one Stratasys J55 Resin
Printer. This equipment will increase our rapid prototyping capability by enabling us to build training device components in support of the wing’s training mission and local manufacture capability for base support.
2. Efforts to Obtain Competition: Stratasys, Inc. is the sole patent holder and proprietor of the design, engineering, and manufacturing of the FDM Technology, and the Stratasys 3-D
Production Systems. GoEngineer is the only GSA authorized vendor for this item.
3. Market Research: To preclude necessity for future sole source of the same supplies and services, market research was done to ensure availability of supplies and services are not limited to one company. Currently, no other known GSA contract holder provides this particular equipment.
4. Other Factors: Our current Fused-deposition Modeling (FDM) machines are not capable of being retrofitted to print using resin and the J55 resin printer will meet our current and future needs. An additional cost savings will be associated with this procurement since we have
Stratasys FDM machines, and our personnel are currently trained on this equipment. Also, since we currently have a maintenance service contract in place under contract FA3020-19-P-A011, we would be able to consolidate the maintenance contracts after the first year’s warranty is completed. Furthermore, Stratasys has proven to be reliable, and their technician response time has been exceptional. They are also the only authorized repair and maintenance vendor for the
Stratasys machines without voiding out warranties.
5. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any
Barriers to Competition Before Making Subsequent Acquisitions for the Supplies or
Services Required. None.
