I. Contracting Activity.
AFTC/PZI (Arnold), Installation Contracting Division, 100 Kindel Drive, Suite C 301, Arnold AFB, TN 37389 is the Contracting Activity and Brooke Z. Vandeman is the Contracting Officer.
II. Nature and/or description of the action being processed.
This individual sole source justification is to support AFTC/PZI's intended action to solicit and negotiate directly with Physics Applications, Inc. (CAGE code 2T434), small business vendor under NAICS code 334519, to award a new, firm-fixed-price purchase order to meet the Government's requirement for a Two-Stage, Light Gas Gun Launch System (S2 Launcher).
III. Description of supplies/services required to meet agency needs.
This is a new requirement for AFTC/PZIA. Historically, these types of launchers have been fabricated in-house using Government resources.
To meet this requirement, the Contractor shall design, fabricate, install, and verify the S2 Launcher. Furthermore, the S2 Launcher shall include a control system, test tanks, vacuum system, mounting hardware, alignment hardware, maintenance hardware, and provisions for utility attachment interfaces. The launcher system shall be delivered to and installed at Arnold Air Force Base (AFB), located in Tennessee, as a turn-key solution. Requirements of the system are detailed in the SOW, The Government also requires the option to procure vacuum switching, S2 Launcher performance software, and a Factory Acceptance Test;
as such, these optional items will be included in the solicitation and any resulting purchase order.
As reflected in the Program Manager's Independent Government Estimate (IGE), which is based on preliminary market research, the total estimated price to meet the subject requirement (inclusive of the optional items) is .
The contemplated Contract Line Item Numbers (CLINs), Units of Measure (UoM), Quantities (QTY), and Estimated Price per CLIN are as follows:

The Government intends to award a single, firm-fixed price (FFP) purchase order (PO) using certified Fiscal Year (FY) 2023 Research and Development (3600) funds to fund the base CLIN via Purchase Request (PR) F1EEPM4134A002. The PR has available for obligation.
IV. Statutory authority permitting other than full and open competition.
Authority IAW 10 U.S.C 3204(a)(1), utilizing Simplified Acquisition Procedures, 41 U.S.C 1901.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the

This requirement is for a commercial product meeting the definition at FAR 2.101; therefore, use of FAR part 12 procedures is appropriate as substantiated in the Commercial Item Determination located in the official contract file.
Additionally, the total estimated purchase order value is greater than SAT but less than $7.5M; therefore, use of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, is appropriate.
Furthermore, as discussed in Section VI below, a Sources Sought Notice was issued on the SAM.gov website in which no responses were received, followed by a Synopsis of Proposed Contract Action, in which no responses were received.
Therefore, based on market research efforts, PAI is the only responsible source interested in and capable off satisfying the subject requirement. No other supplies/equipment can meet the subject requirement.
Based on the above findings and determinations, use of the statutory authority found at 10 U.S.C 3204(a)(1), only one responsible source and no other supplies will satisfy agency requirements, is appropriate.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The AbilityOne Procurement list of Products and/or Services, located at the following website https:// www.abilityone.gov/procurement_list/, was queried to determine if a product (or any similar product) could meet this requirement. Upon conclusion of this query, it was determined that the AbilityOne Program cannot fulfill this requirement.
A Sources Sought Notice (notice ID "FA910124GasGunLauncher") was posted to the SAM.gov website on 8 May 2024 and included the DRAFT SOW. The notice instructed interested vendors to provide a capability package to the Contracting Officer via email NLT 1:00 PM CDT on 15 May 2024. Only one vendor responded to the notice: Physics Applications, Inc. (PAI). Upon review of the vendor's capability package, it was determined by the Program Manager that PAI is capable of meeting the subject requirement.
A synopsis of proposed contract action in the form of a Notice of Intent (Notice ID: FA910124S2LauncherNOI) was issued on the SAM.gov website (IAW FAR Subpart 5.2) on 17 May 2024 to provide notification that PZIA intends to solicit and negotiate with a single source, PAI, to meet the Government’s requirement for a Two-Stage, Light Gas Gun Launch System (S2 Launcher) IAW Attachment 1 - Statement of Work, as authorized by the statutory authority at 10 U.S.C 3204(a)(1), only one responsible source and no other supplies will satisfy agency requirements, utilizing Simplified Acquisition Procedures, 41 U.S.C 1901. Responses to the notice were due to PZIA NLT 1:00 PM CST on 21 May 2024, in which PZIA received no responses.
There are no mandatory use policies that apply to this acquisition, and, based on market research, there are no existing enterprise solutions available that can be leveraged to meet this acquisition.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine price fair and reasonable IAW FAR 13.106-3(a)(2).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
In accordance with Federal Acquisition Regulation (FAR) Part 10, the extent of Market Research conducted was based on the size and complexity of the acquisition (see section VI for additional details). Based on market research efforts, PAI is the only responsible source interested in and capable off satisfying the subject requirement. No other supplies/ equipment can meet the subject requirement.

Extensive market research will be conducted by the technical team and Contracting Officer to determine if a vendor, other than PAI, can meet subsequent requirements, should future acquisitions arise.
