1. Identification of the agency and the contracting activity.

2. Description of supply or service required to meet the agency’s needs.

Economic Research Service (ERS) provides agricultural economic research and policy services that address issues at the forefront of domestic and global concerns. Within ERS, the Market and Trade Economics Division (MTED) monitors, evaluates, and conducts research on domestic and foreign economic and policy factors affecting agricultural markets and trade.

MTED has a need for Fastmarkets Global Limited (FGL) database software to meet daily data requirements on Grains and Oil, Fats and Biofuels markets used for outlook products, baseline products, and yearbook tables. FLG is a news and price reporting agency for global agriculture markets. FGL will be required to provide Fastmarkets Global Limited Data License: News, Prices, and Application Programming Interface (API) Feed for 30 users.

3. The rationale or circumstances for limiting competition.

Fastmarkets provides daily spot price assessments of soybean meal, sun seeds, barley, rapeseed, rapemeal, and vegetable oils, such as sun oil, included is data from various international countries.

Fastmarkets is the only grains and oils database producer with a complete tender database. Fastmarkets offers an exports database and dashboard which provides access to monitor real-time transport data of exported goods. In addition, users can pull robust and granular reports for public tender for specific countries.

Included in the data license is a crush margin portal for various commodities and historical database for crush margin. The portal must be able to calculate values in various currencies. Fastmarkets Global Limited is the only vendor that offers a crush margin portal with forward crush margins.

The FGL portal includes freight rates to calculate international transfers needed to determine value of commodities transferred. The portal provides important data on the origin location and destination. This data is collected and conglomerated to go into products such as World Agricultural Supply and Demand Estimates.
