(AFMC) TINKER AIR FORCE BASE OKLAHOMA

SUBJECT: Sole Source Justification for KC-135 Fin Stamping Dies and Tooling

1. 76 CMXG/ENX is requesting a sole source contract for the purchase of one (1) set KC-135Hot Side Fin Stamping Dies and one (1) set of KC-135 Cold Side Stamping Dies. This requirement is not expected to exceed Simplified Acquisition Threshold.

2. These Dies must be custom manufactured to work in the Fin Stamping machines owned by CMXG and currently in use producing fin sheets for the manufacture of KC-135 Pre-cooler heat exchangers. The tolerances of these fin sheets are less than one thousandth and cannot be created by any other equipment owned by the USAF.

3. As Innovative Automation Inc. is the OEM for both the machines and the tooling (Dies), And since the designs for both as well as the processes used to create them are proprietary, company owned data, and since the fit-up tolerances are crucial for creating suitable fin stock, no other company can be identified with the technical expertise, capability and design knowledge to produce these dies.

4. Request that contract is awarded to:

5. The Government will continue to monitor the market for other vendors that can provide these KC-135 Fin

Stamping Dies and Tooling.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
