SOLE SOURCE JUSTIFICATION
Liquid Level Sensors
DESCRIPTION OF REQUIREMENT:
Background
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has a requirement to procure Kinematics cable assemblies and Liquid Level Sensors (LLSs). The
LLSs, as well as their accompanying cable assembly and adapter cables, are integral parts of the
Liquid Level Sensor Cable Assembly. These components are needed to manufacture the units, which are used to support the BLK III/IV
. These components are mission critical to ensure the VPT are completed in time to support Shipyard testing and follow-on fleet use.
The Parts List is detailed below:

SOLE SOURCE JUSTIFICATION:
P/N 5385-0101 is specified in a proprietary drawing of Kinematics & Controls Corporation. P/N
5385-0101 was developed by Kinematics for the program in order to meet
Government requirements. The Government requirements are that the sensor be a cross between the non-tactical version of the Liquid Level Sensor that was originally designed by Kinematics for the , and the Kinematics Liquid Level Sensors that are used with the tactical
. Thus, these stainless steel sensors are more robust than the plastic non-tactical version, but don’t meet all of the standards of a tactical version, approximately The developed design was leveraged with Kinematics to create the utilized version (as a cost saving relative to previous Tactical sensors) to work with the
If the Government is unable to use the Kinematics Liquid Level Sensors, it would be required to pursue a new design effort that would entail engineering, testing, and configuration management costs of approximately as well as a delay in production by approximately six months. This delay would introduce additional risk and cause delays to the construction and testing of the v1.5_JANUARY2020
