II. Nature and/or description of the action being processed.
This is an individual Sole Source Justification (SSJ) authorizing use of Other Than Full and Open Competition to provide Preventive Maintenance (PM) and Remedial Maintenance (RM) services for the Butler Newall High Speed Blade Tip Grinder (BTG). This is considered a commercial service acquisition with an estimated total value of The acquisition will result in a firm fixed price contract which will consist of a base year plus four one-year options. Expected award date is 30 April 2020. This sole source requirement will be acquired from Danobat Ltd, .
Previous Contract Information
Contractor: Global Machine Technologies (GMT)
Generic Co / CAGE: 3DY31
Contract Number: FA8132-18-P-0004
Date of Award: 01-Nov-2017
Award Amount:
POP: 01-Nov-2017 to Present (Currently under extension of services until April 2021)
III. Description of supplies/services required to meet agency needs.
The BTG is used to grind and measure the blade tip diameters of the F101, F108, F110, F117, and F118 Compressor and Turbine Rotors. Due to the complex and critical nature of the BTG, a maintenance contract is required to ensure the integrity and reliability of the grinder. The anticipated contract will consist of three annual PM visits per year and remedial maintenance as needed. The purpose of the PM is to protect the equipment capability and investment by removing causes of failure, performing routine maintenance and providing adjustment to compensate for normal wear before failure occurs. The purpose of RM is to provide unscheduled work requirements which are not otherwise defined in the PWS and include evaluation, troubleshooting, and diagnosis of equipment to isolate the source of malfunction.
Due to the circumstances described below, there are no immediate actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one fiscal year. If other qualified or approved sources become known during the life of this contract, full and open competition will be considered and utilized to the maximum extent practicable.
Currently, there is no foreseeing the capability to provide this PM/RM service requirement in-house in the stated timeframe as indicated by the OEM's reluctance to release the data and technical rights. Danobat Newall is the only known source with access to parts, software, knowledge and engineering data required to maintain the grinding machine.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The BTG machine is the only one of its kind in the Air Force inventory. This machine assures high engine performance by providing quality blade tip shape and dimensions. The BTG supports the engine final assembly shops and base stock levels for the Air Force and Navy. The Government does not have the appropriate usage rights to develop a competitive purchase request package, nor does it have the usage rights to the source code data such as machine parameters and machine operating systems. Interested companies must be able to demonstrate they have experience maintaining, repairing and servicing this specific machine, as well as demonstrate they are authorized by the manufacturer to maintain software and hardware associated with the BTG.
Due to the patent rights and intellectual property rights of the original manufacturer, Danobat Newall is the only known source with access to parts, software, knowledge and engineering data required to maintain the grinding machine. Currently, Global Machine Technologies (GMT) is the only known authorized service provider and licensed US representative of Danobat Newall. GMT is performing the scope of work under the current contract FA8132-18-P-0004, but has confirmed to us that they are dissolving after the expiration of the current contract at the end of April 2020.
