SUBJECT: Sole Source Justification for Serv C20-102 Spindle Rebuild

1. The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Rebuild of the 5-Axis CNC Spindle Model No. RB300F for the Oklahoma City–Air Logistics Complex (OC-ALC). The equipment is listed in the Equipment List.

2. The 5-Axis CNC Spindle Model No. RB300F is used to cut complex parts out of metal. 76 MXSG has determined that the spindle rebuild is beyond its capabilities; therefore, the Government has to seek outside sources for the rebuilding. The original equipment manufacturer (OEM), SNK America, is the only company capable of providing the requested services as outlined in the performance work statement (PWS). The bearings within the spindle are made to the OEM’s specifications and third party repair companies are not able to purchase those spindles. If a third party vendor repairs the equipment and it fails, it will drive up the repair costs exponentially to have SNK fix the issue.

3. The OEM, SNK America, is the only company capable of satisfactorily completing the requested services as outlined in the PWS. It would be financially beneficial to the Government to purchase the service repair via SNK America.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 811310 looking for companies that could provide a Spindle Rebuild. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Spindle Rebuild. In review, there is only one (1) company, SNK America, that is capable of satisfactorily completing the requested services as outlined in the Performance Work Statement.

5. In the future, the Government will continue to monitor the market to find both small and large businesses that are capable of providing the requested services. Market research for this requirement is ongoing.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
