About this file
This is a Sole Source Justification under Simplified Procedures for Commercial Items (Form CONDEPT 4200.008, Rev. 2-2026) for a Navy contract award.
The Naval Sea Systems Command, through Puget Sound Naval Shipyard and Intermediate Maintenance Facility/Northwest Regional Maintenance Center in Bremerton, Washington, proposes to award a sole source contract to Bermingham Controls, Inc., located at 11144 Business Circle, Cerritos, California 90703-5523. The contract covers off-site technical representative repairs, replacement parts, overhaul, and testing of four Leslie Valves Model PTLHNS-2 assemblies (1MS-V446A, 1MS-V446B, 2MS-V446A, and 2MS-V446B) and four Leslie Valves Model PLHNS-3 assemblies (1MS-1V454, 1MS-4V454, 2MS-2V454, and 2MS-3V454) in accordance with Original Equipment Manufacturer (OEM) standards. All repairs must be completed and successfully tested by October 30, 2026, to return the USS NIMITZ class aircraft carrier to the Fleet. The justification for sole sourcing is that Bermingham Controls is the only Leslie Valve Factory authorized by the OEM and holds exclusive proprietary rights, design drawings, tolerances, materials specifications, and expertise required to service these valves. The Contracting Officer has determined the anticipated cost will be fair and reasonable. The requirement will be synopsized on SAM.gov. No sources have expressed written interest in the acquisition to date, and no plans exist to compete future contracts for these supplies/services unless another potential source emerges.
