About this file

This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items prepared by the 23D Contracting Squadron at Moody Air Force Base in Georgia under Purchase Request F3E1035350AW01. The contracting activity is acquiring Aviation Body Armor Vest (ABAV) as a new requirement using Firm Fixed Price procedures, with an estimated contract cost and funding level exceeding $750K and not exceeding $15M under DAFFARS 5313.501 authority. The justification is classified as an Individual type and is marked as a New J&A Document.

The acquisition targets multiple ABAV components including front and back panels in various sizes (Small, Medium, Large, and X-Large), shoulder straps, shoulder sleeves, adaptive cummerbunds, an Advanced Crew Tether System, and an LPU-10/P MK II component. The justification establishes that ABAV is the only authorized item on the Interim Safe to Fly (iStF) list with stringent safety requirements, making FirstSpear the sole authorized manufacturer. Market research confirmed that FirstSpear has an authorized distributor through Atlantic Driving Supply Inc, and mandatory source reviews yielded no capable alternatives. Previous awards to FirstSpear occurred in 2021 and 2022 using sole source procedures. The contracting officer determined the anticipated cost is fair and reasonable based on historical pricing, market research, and independent government cost estimates. No sources expressed written interest in the acquisition, and future actions to overcome barriers to competition will include providing contact information for the Human Systems Division to allow interested vendors to add items to the iStF.
