About this file

This Single Source Justification document for a Simplified Acquisition details a procurement by the Air Force Research Laboratory for specialized fiber optic components from Oz Optics. The acquisition includes 16 specific fiber splitters and v-groove arrays across various wavelengths (460nm to 1650nm), with quantities ranging from 1-3 units per type. These components are intended to connect quantum systems on a chip to build a quantum heterogeneous network and are compatible with existing equipment.

The document justifies the sole source award to Oz Optics, stating they are the only known vendor meeting the precise technical specifications. A Notice of Contract Action was posted on SAM.gov from August 7-22, 2025, with no competitive responses received. The laboratory argues that procuring these specific components is crucial for their research, as developing an equivalent system would cost significant labor hours by PhD scientists and potentially jeopardize research deadlines. The contracting activity is the Air Force Research Laboratory in Rome, NY, with the project/program named "CQC Connected Quantum Capabilities" and a purchase request number of Fa87512SQ0146.

The above fiber splitter and v-groove arrays, with Oz Optics as the only known vendor, will be used to connect quantum systems on a chip to build a quantum heterogeneous network. This equipment is compatible with existing equipment valued at more than . The above fiber components have been shown to work in previous research by AFRL scientists. If these components meeting the specifications are not acquired, development of an equivalent system will cost the government more than of labor by PhD scientists and engineers. By not procuring this equipment, the research team may not be able to meet research deadlines and cannot build quantum networks.

A Notice of Contract Action (NOCA) Presolicitation Notice outlining the Government's intent to make a sole source award to Oz Optics was posted to SAM.gov website from 07 August 2025- 22 August 2025 and no responses were received.
