About this file

This is a Sole Source Justification document from NAVSUP Fleet Logistics Center Norfolk for providing certified safeTALK Training for Trainers (T4T) and Applied Suicide Intervention Skills Training (ASIST T4T) courses for the Navy Suicide Prevention Program. The services are being sole-sourced to LivingWorks Education USA, Inc., who held the previous contract N0018919D0028 from September 2019 through March 2025.

The new contract will have a 12-month base period (February 2025 - January 2026) and two 12-month option periods, with pricing based on a 4.80% year-over-year increase using the Consumer Price Index. The justification cites that ASIST and safeTALK are proprietary, specialized workshops that have become embedded in Navy culture, with 519 ASIST T4T and 1,374 safeTALK T4T facilitators certified between September 2019 and November 2024. These facilitators have conducted 1,101 ASIST workshops and 3,627 safeTALK workshops, training 81,211 helpers and care providers at a cost of $6,399,676.07 over 5 years. Market research including an RFI posted on October 17, 2024 yielded no interested sources other than LivingWorks.

Source Selection Information – See FAR 2.101 and 3.104

Naval District Washington (NDW) as well as other regions of the Navy did research and data collection on the success record of ASIST training before adopting it Navy-wide. The United States Army and Air Force have maintained successful programs using ASIST training, and the Navy has thus far seen similar results. Maintaining ASIST and safeTALK as the standard Navy training will support the goal of having care providers utilizing a common suicide intervention framework and vocabulary both within the Navy and in joint collaborations with the Army and Air Force.

Switching to a different set of suicide intervention training workshops would result in changing the existing specialized framework and vocabulary employed by caregivers using the proprietary and unique framework and vocabulary of ASIST and safeTALK and would put the Navy’s existing network of trainers and caregivers out of sync with whichever new training solutions are adopted. This would also result in the new Navy training being out of sync with joint service partners who are using ASIST and safeTALK.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

The requiring and contracting activities have conducted market research to determine if there are other sources that can provide the required service. Market research was conducted to identify existing contracts within the Department of Defense (DoD) to satisfy this effort.
