About this file
This is a redacted Justification & Approval (J&A) document for other than full and open competition (sole source) from the Department of Transportation's Volpe National Transportation Systems Center regarding the Partnership for Analytics Research in Traffic Safety (PARTS) program.
The J&A justifies awarding a sole source contract to The MITRE Corporation, a Federally Funded Research and Development Center (FFRDC), for $2,021,074 on January 2, 2025. MITRE was selected due to their previous work on Phases I, II, and III of the PARTS program, their status as an independent trusted third party, and their unique capabilities in maintaining and improving the collaborative safety data sharing system. The document indicates that selecting another contractor would negatively impact the program and incur additional costs. The work involves maintaining and improving PARTS, which is described as a collaborative safety data sharing system designed to improve transportation safety nationwide.

In accordance with FAR 6.302-3(a)(2)(ii), it is necessary to award this contract to Mitre to maintain (and improve) PARTS, a collaborative safety data sharing system, whose “essential engineering research, or development capability[ies]” improve transportation safety, nationwide. Given that Mitre is the FFRDC that previously worked on Phases I, II, and III of the PARTS program, it is most advantageous to the government to award this work to Mitre—the best suited FFRDC.
