In conclusion, the requested supplies or services represent the minimum requirements of the government.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

CAS SciFinder Discovery Platform, previously known by the product name, SciFinder, must be compatible with the Nimitz Library’s Ex Libris software and discovery tools. This is a contract purchase of a subscription previously purchased yearly. There are no “just as suitable” alternatives to replace this product due to the reliance Midshipmen and USNA Faculty have on this exact entity.

A patent, copyright or proprietary data limits competition.

CAS SciFinder Discovery Platform is wholly owned and copyrighted by CAS, A Division of the American Chemical Society. There is no other method for procuring access to this content. Only CAS, A Division of the American Chemical Society can be a bilateral signatory to license this content.

These are "direct replacement" parts/components for existing equipment.

This subscription to CAS SciFinder Discovery Platform is a direct continuation of previous yearly purchases, which are vital for research and accreditation in chemistry, and relied upon by USNA Faculty and the Brigade of Midshipmen. Failure to acquire would result in loss of services which are relied on every year.

The content provider must be able to be signatory on bilateral license and terms & conditions agreements.
