About this file
This document is a Sole Source Justification for the procurement of Torpedo Tube Land Pads. The Naval Undersea Warfare Center, Division Newport requires a total production quantity of 10 ship sets of modified land pads to address an issue with the original configuration causing damage during torpedo unloading. Leggett and Platt Aerospace Middletown, LLC (DBA Pegasus) is the sole manufacturer of the original land pads and has also produced the first 18 ship sets of the modified land pads. Due to the costs and impact on delivery schedules for another vendor to become qualified, it is recommended the contract be awarded to Leggett and Platt Aerospace Middletown, LLC (DBA Pegasus) on a sole source basis.
The related federal contract opportunity is Solicitation Number N6660424Q0376 for Torpedo Tube Land Pads. This is a sole source requirement under NAICS Code 332710 with a 500 employee size standard. The acquisition is being solicited with Leggett & Platt Aerospace, LLC (CAGE Code: 7QXN5) as the only source of supply. Quotes received will be considered for future competitive procurements, but this requirement will not be competed. Access to the drawings is restricted and requires a valid Joint Certification Program certification and NIST SP 800-171 DoD Assessment.

III. SINGLE SOURCE JUSTIFICATION
Complete this justification if you checked Single Source or Brand Name under the SAT in section II above.
JUSTIFICATION:
Background
This procurement is in support of
. The requiring activity is the Naval Undersea Warfare Center, Division Newport RI Code 4523.
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Undersea Warfare (USW) Platform and Payload Integration Department, Ocean Interfaces Division, (Code 452) is responsible for the for all submarine payloads, including those used in support of the .
Land Pads are used inside of to provide ;
there are land pads installed within each tube. The original configuration of the land pads that are located at the six o’clock and 7 o’clock positions within the TT causes damage to when unloading a torpedo. The damage issue was mitigated by a work-around to the . However, this mitigation plan subsequently resulted in an increased usage of the , a consumable item. The mitigation plan also resulted in a substantial shortage of on-hand supplies and an increased demand for the procurement of replacement inserts, as well as an increased cost to the Government.
The original land pads (P/N 7072731-2) that are located at the 6 and 7 o'clock positions of the TT were replaced with re-designed pads: P/N 8503469 (Mk71 Torpedo Tube Breech Land Pad (6 o’clock position); and P/N 8503470 (Mk71 Torpedo Tube Breech Land Pad (7 o’clock position), respectively. Upon insertion within the TT, these redesigned land pads form a channel between them – thereby, allowing the to travel through during TT without having to disconnect it from the torpedo. By allowing the A-cable to remain attached during , the does not need to be replaced, thereby avoiding the risk of moisture, contamination, and/or damage to the torpedo’s electronic circuits. This long-term solution for replacing the existing 6 and 7 o’clock land pads with the redesigned configurations this will result in a significant cost avoidance to the Government. With an estimated unit cost of approximately each, elimination of the insert replacement mitigation plan for the will result in a total cost savings of up to over the lifecycle of the .
Market Research
Leggett and Platt Aerospace Middletown, LLC (DBA Pegasus), are currently the sole manufacturer of the original land pads, P/N 7072731-2, which are procured by Electric Boat Corporation (EBC) on behalf of the ., during the Code 4523 land pad development effort. The NUWCDIVNPT Machine Shop (Code 7012) made Proof of Concept parts 8503469 and 8503470. Subsequently, Code 4523 submitted a Request for Quote to Code

7012 for fabrication of the production quantity of modified land pads. However, Code 7012 has determined that the level of effort required to manufacture the quantity of land pads required is beyond the scope of its current resource capability. As such, it would not be in the best interest of the Government for Code 7012 to take on this task.
Minimum Requirements
Code 4523 requires a total production quantity of 10 ship sets of the modified land pads in support of the ; there are 8 land pads per ship set, 4 each of 8503469 and 4 each of 8503470.
Why Only One Source
Leggett and Platt Aerospace Middletown, LLC (DBA Pegasus) is currently the sole producer of the original land pad (P/N: 7072731-2) for , per its purchasing agreement with EBC. Pegasus also manufactured the First 18 ship sets of the modified land pads P/N 8503469 (Mk71 Torpedo Tube Breech Land Pad (6 o’clock position); and P/N 8503470 (Mk71 Torpedo Tube Breech Land Pad (7 o’clock position), respectively. A total of 160 pieces, 80 of each of 8503469 and 8503470. During that production run the Government paid for the First Article Reports and Production cost for material set up and fixtures required to produce the modified Land Pads. Additionally, a large percentage of the production cost for the parts is related to the acquisition of the raw material (DuPont™ Delrin® 100AF), as well as in the method for reducing the raw material (large blocks) into the correct and proper shape for the end products.
Pegasus currently has the required equipment, machinery and tooling (already set up and programmed) to manufacture the land pads and sinceecause they have made the land pads in the recent past, Factory Acceptance Test (FAT) can be waived. Due to the costs that another vendor would likely incur to become qualified as an alternate source and the impact that such qualification would have to the delivery and milestone schedules, it would be cost prohibitive and time consuming for this contract to be awarded to another manufacturer.
Therefore, it is recommended that the solicitation be restricted and award of the contract be made to Leggett and Platt Aerospace Middletown, LLC (DBA Pegasus).
