The purpose of this purchase request is to obtain external training on GSL's site, in order to enhance our test, repair, and training capabilities. The training will be used to return specific parts of inoperable equipment to operational specifications without the need for constant replacement. The training will continue to allow for testing internal instrument function, and to train technicians in 3TB repair techniques. This is the only manufacturer who is capable of producing training on internal instrument parts and test fixtures for their instrument test and repair.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought notification was posted on SAM.gov on 28 June 2023 and closed on 6 July 2023.

Only one vendor responded to the sources sought, which was the incumbent.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

In accordance with FAR 16.202-2(b), this will be a firm fixed-price contract suitable for acquiring commercial items and allows fair and reasonable prices when there are reasonable price comparisons with prior purchases of the same or similar. Proposed prices will be compared with the historical prices and other similar contracts awarded to Guralp Systems Ltd. Award will be made to Guralp when the parties reach agreement on a fair and reasonable price which conforms to the terms and conditions set forth in this solicitation.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Due to the specialized nature of the Güralp Systems Ltd designs for the original seismic equipment, attempts were made to identify Guralp dealers or vendors, but no other qualified vendors or repair centers were found that could produce or distribute a training course on the pieces that interface with Güralp Systems Ltd equipment.

The original seismic equipment and its configuration were procured directly from the manufacturer, as they are the sole source of their equipment. The goal of this acquisition is to purchase training seats for internal parts exclusively produced and used by the original manufacturer for use in and with these instruments, thus the scope of the Market Research performed was limited in nature. Only the original manufacturer could be assessed.

Only Güralp Systems Ltd exhibited the knowledge and capability to manufacture and train on the parts and pieces for use with their seismic equipment. The manufacturer of this instrument, Güralp Systems Ltd, does not have a distribution center or vendors that distribute their equipment. Likewise, no

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Guralp does not have authorized resellers.

The purchase of this training will be used to enhance the current ability to refurbish seismic equipment and enhance internal training. The technicians have expended significant man-hours learning and working with this specific seismic equipment.

X. List of any sources that expressed, in writing, an interest in the acquisition.

The incumbent, Güralp Systems Ltd.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Government will continue to research the market to decrease the use of sole source and brand-name items. The nature of the product and lifespan of the equipment preclude any further steps to increase competition at this time. The obsolete seismic equipment is currently being replaced on a ten-year time frame. The life expectancy of the support equipment exceeds the ten-year replacement schedule. This will be onetime purchase to meet the needs of a transitioning system.
